The Company:
Our client, an international major oil and gas oprator, seeks a Project Controls Lead to join their team.

The Role:
The Project Controls Lead will work as a member of a multi-functional team to support / accomplish the following:
• develop the WBS, CBS, OBS with other project team members; work with Finance to ensure established accounting processes, systems, and procedures are followed;
• implement and manage project controls processes, systems, and procedures;
• administer management of change, including budget transfers and contingency drawdown;
• generate integrated project progress, performance, & forecast reports; work with other project team members to identify and resolve CE issues;
• work with Project Contracting and Cost Estimating & Budgeting to estimate changes and claims; identify and implement project cost control platform requirements; develop, implement, and manage Project Control Plan;
• review, validate, and manage an integrated Project Controls plan and its elements;
• develop Project Controls section of Project Execution Plan; support benchmarking activities; work with Planner / Scheduler and Cost Estimator to develop, generate, and analyze integrated project progress and performance reports, forecasts, and systems;
• independently identify and work with interfaces to resolve issues; may lead estimate assurance, benchmarking, and lookback activities; may supervise and mentor others; lead development, implementation, and sustainment of Project Controls processes, assurance, practices, and standards;
• participate in project reviews, risk assessments and assurance activities; advise/guide team in Project Controls activities; establish and administer Project Controls processes and standards;
• develop project deliverables (e.g., Project Execution Plan, project procedures); interface and resolve CE issues with project team; prepare for and participate in audit activities; supervise and mentor others.


Job Knowledge and Proficiency:
Demonstrated high-degree of technical skills in the following areas: business planning processes, probabilistic analysis, statistics, and economics; designing and implementing project controls systems; developing reporting methods and generating reports on regular basis; providing support in the preparation and maintainance of the integrated Project resourcing plan (staffing and funding); assisting in contract formulation and administration; and developing, maintaining and performing analysis of project performance through earned value methods. Demonstrated knowledge and experience with project business activities including: Finance Systems (SAP/JDE), Business Planning processes and Invoicing (processing, record keeping, auditing).

Industry Experience:
Highly experienced and knowledgable with formal project management systems, including the principles and associated processes, practices, or tools. Deep and broad knowledge of industry and professional cost engineering trends and best practices. Has extensive large (>$1B) upstream oil and gas project experience.

Teamwork and Communication:
Demonstrated ability to work in and lead a multi-functional team within a complex project environment. Able to lead work teams to provide cost and performance data in support of project performance assessment and reporting requirements. Demonstrated history of supervising National staff in foreign locations. Experienced with staff performance evaluations, career development, coaching and mentoring. Strong interpersonal skills. Strong written and verbal communication skills.
