The Role:
Summary:

Manages and coordinates the entire spectrum of Project Controls activities for the Integrated Projects, Engineering, Procurement, Manufacturing, Construction and Commissioning teams for all of North America and Latin America.
Responsible for the management of the Project Control activities including scheduling, budgeting, P/L, EV, estimating, invoicing, risk management, reporting, document control, MOC, contract administration support and administrative services.


Essential Duties & Responsibilities:

Manage development of procedures for various project control activities including budget preparation, forecasts, CBS, WBS, EVMS, SPI, CPI, progress validation and related cost engineering and planning/scheduling functions;
Manage cost engineering activities including development and implementation of cost control systems, invoice processing activities, monthly cost reporting, trending, ETC, EAC Analysis, cost variance analysis, funding budgets and cash flows; ensure that invoices are tracked and cost coded properly.
Manage cost estimating/forecasting activities including periodic project re-estimates and cost benchmark metrics;
Facilitate monthly project review report, leading presentation for each of the project teams as relates to all cost and schedule items, across the entire project. Gathering information to populate report to meet reporting schedule.
Manage planning & scheduling activities including development of summary and detailed project schedules, progress and performance monitoring, schedule deviations and workaround solutions; plans and manages the execution of internal audits of critical internal control systems;
Facilitate and oversee the risk assessment, mitigation and contingency planning process for the project
Facilitate, manage and ensure MOC (Management of Change) process is implemented on all projects, as to capture all pending or potential changes in both time and cost.
Manage document control activities to ensure the integration of information and visibility of engineering performance
Actively manage the performance of the project controls team consisting of team of planners, cost engineers, doc controllers, and optionally translators dedicated to individual projects. Organize rotational work for field staff.
Develop the concept of reporting in compliance with external and internal requirements and ensure timely submittal of the necessary project reports, including progress, cost and schedule;
Ensure full integration between the estimating, cost control, planning/scheduling, and risk management functions within projects;
Manage miscellaneous estimate development including estimates addressing alternative options, products, locations, etc.;
Ensures the interface with Finance/Accounting on financial side of projects (cash calls, cash flow, accruals, business planning etc).
Support contract administration activities, review contract specifications, identify and work with project manager to eliminate risks or gaps.
Support internal & external audit teams with all requests.
Provide other administrative procedures to projects as required.
Interface with internal & external vendors to ensure the consistency of project controls practices. Active member in a cross-functional team, internal and external to Engineering and Operations; resolving issues; establishing and communicating project/program schedules, objective priorities, and targets.
May travel to job site to assist Project Management team on complex project controls issues.
May be requested to be the Project Planner on large single projects exceeding $50MM
Will require quarterly, project site visits
Contributes to team efforts by accomplishing results in a cooperative and supportive manner.
Works autonomously with direct supervision
International travel required.

Essential Skills / Qualifications:
Preferred Education/Experience:

A bachelor’s degree in engineering, finance or construction from an accredited university with a minimum of 15 years project experience with 12 years project controls associated experience
Demonstrated experience and working understanding of project planning and scheduling, cost control and cost estimating, and document control.
Demonstrated capability to lead and manage the performance of a multileveled group with a number of up to twenty (20) people.
Ability to lead schedule and cost performance analysis processes using Earned Value methodology and applications with the ability to interpret and perform analysis of cost and schedule reports and data
Ability to lead Project Controls teams on multiple projects, across multiple countries.
Working knowledge and skills in the use of software such as Primavera P6 planning/scheduling, cost control programs and estimating programs.
