The Company:
Our client, an international major oil and gas operator, seeks a Project Controls Manager to join their team.

The Role:
Performs the following on projects of high complexity:
• Manages a team to perform Project Controls activities and responsibilities including establishing and administering Project Controls processes and standards; developing project deliverables (e.g., PEP, project procedures); developing, implementing, and managing the integrated Project Controls Plan; identifying and implementing project cost control platform requirements; developing the Project Controls section of the PEP; supporting benchmarking activities.
• Overseeing the development of integrated project progress and performance reports, forecasts, and systems; actively participating in Peer Reviews, Peer Assists, Estimate Assurance activities, and Risk Assessments; working with Project Contracting to estimate changes and claims; interfacing and resolving cost engineering issues with the project team; and preparing for and participating in audit activities.
• May act as delegate for the Business Manager as needed

Industry Knowledge and Experience:
• Broad knowledge of the onshore & offshore oil & gas industry, with experience in concept selection, FEED, detailed design, procurement, fabrication, construction, installation, hook-up and commissioning of downstream and/or upstream facilities and well programs.
• Highly experienced and knowledgeable with formal project management systems, including the principles and associated processes, practices, or tools.
• Deep and broad knowledge of industry and professional cost engineering trends and best practices.
• Has extensive large (>$100 million) upstream oil and gas project experience. It may be beneficial if the person has extensive experience in areas of project estimating and contract administration.

Communications and Stakeholder Engagement:
• Strong written and verbal communication skills, experienced in serving a broad group of stakeholders, demonstrated ability to work from a position of influence (vs. authority) to perform assurance reviews and successfully report and present results to project teams based on credibility as a Subject Matter Expert in Project Controls.

Essential Skills / Qualifications:
• Bachelor's degree required in Engineering, Construction Management, Finance, or Business related.
• A four year degree with at least 10 years of experience in project controls for upstream and/or downstream oil and gas projects.
