The Role:
-Manages and organises the Project Controls Team, including disciplines from Budgeting, Cost Accounting, Cost Control, Audit, Systems, Planning/scheduling, Risk Management, Document Control, Reporting and related project activities.
-Exercises oversight of and interfaces with Contractor(s) project controls activities.
-Instrumental role in supporting the successful delivery of the Topsides Project - incident-free, on-time, on-cost, and meeting premise and quality requirements.
-Contributes to the Project Execution Plan development.
-Develops project controls execution strategies.
-Prepares procedures aligned with the company for various project /control activities including budget preparation, forecasts and related cost engineering and planning/scheduling functions and assures compliance with the procedures.
-Prepares high level and detailed annual and total budgets for all phases of the project life cycle.
-Manages AFE’s and project funding requirements in accordance with the relevant governance authority limitations.
-Ensures the detailed monitoring and regular analysis of the Project Management AFE, budget, actual and forecast expenditures and monthly cash flow phasing and manages cost estimating/forecasting activities including periodic project re-estimates and cost benchmark metrics.
-Monitors miscellaneous estimate development including estimates addressing alternative options, products, locations, etc.
-Manages the detailed cost engineering activities including development and implementation of cost control systems, invoice processing activities, monthly cost reporting, trending, cost variance analysis, funding budgets and cash flows.
-Establishes and implements invoicing, payment and billing procedures and ensures prompt review, validation and approval of project invoices and costs in accordance with commitments. Facilitates the payment of invoices and prompt cash funding receipts from partners through close liaison with Finance.
-Plans and manages the execution of internal audits. Acts as project liaison on audits carried out by partners regulatory authorities and company internal auditing.
-Develops and implements planning and scheduling, progress measurement and reporting procedures.
-Manages planning & scheduling activities including development of summary and detailed project schedules, progress and performance measurement monitoring, schedule deviations and workaround solutions and reporting.
-Finalises the Project Integrated Master Schedule. Interfaces and coordinates with the Planning and Scheduling Lead to ensure that data is incorporated into the project integrated schedule.
-Prepares and distributes the Project Monthly Reports.
-Promotes knowledge sharing – shares own project experiences and seek knowledge from other projects and organisations. Participates as an active member of the Project Controls Network of Excellence (NoE).
-Establishes Project Controls input to and supervises the preparation of the close-out report for the Project.
-In conjunction with Project Management, related Project teams, and the Contract and Procurement function, proposes contract strategies, compensation strategies, contributes to bid evaluations for major contracts, and administers contracts for the Project.
-Maintain the project risk management system, arrange and manage periodic cost and schedule risk assessments
-Liaises with corporate IT to establish and support the projects IT requirements for equipment, systems and information management. Provides front line desktop support in cooperation and compliance with corporate Information Services to provide business systems and analysis as required to support effective project execution.
-Organises and manages project office space, equipment and communications requirements.
-Manages and maintains the project Records Management and Document control processes and procedures in compliance with corporate requirements and handover a fully operational information system to Operations.

Essential Skills / Qualifications:
-Proactive management and collaborative leadership skills. Highly developed inter-personnel skills to deal effectively with direct reports, peers, partners and contractors.
-Highly effective communication skills and ability to develop and present management reports at all levels.
-SAP proficiency, particularly in PS, FI, MM modules.
-Strong depth and breadth of knowledge of Project Controls, Cost Engineering, Estimating, Risk Management, Forecasting (Work In Progress/Earned Value), Accruals and General Accounting, and document controls and records management.
-Organisational skills. Able to prioritise responsibilities.
-Familiar with the use of proprietary and custom computer software systems used for project management.
-Creative, innovative and imaginative with high levels of initiative.
-Results orientated to focus on achievement of the business and projects overall objectives.

Desirable Skills / Qualifications:
-Educated to degree level.
-Sound business background including experience in contracts, finance and planning
-Offshore oil and gas Capital Projects background with project controls experience
-Supervisory experience
-Experience working as part of a managerial team.
-Sound working knowledge of Primavera and SAP
