The Company:
Our client, a major owner/operating company, seeks expertise for mega-projects in Canada.

This opportunity is open to Canadian Citizens and Permanent Residents only.

The Role:
The Controls Manager is responsible in ensuring that project controls are consistently applied over several key Corporate Projects within Control areas of: Manpower estimate and other estimate development, cost and schedule management, and document control.

Responsibilities:
• Provide leadership to Project Controls team members and performance management.
• Develop and maintain a comprehensive Owner’s project Scope/schedule and budget incorporating inputs from the contractors; including develop and prepare estimates and backup materials for use in presentations and project evaluation requests.
• Advise and consult on cash flow developments and milestones.
• Oversee and supervise EPC and CM contractors ensuring they meet deliverables according to Project Contracts and Financial Control Procedures for the project.
• Provide input into areas of opportunity for cost reduction and schedule acceleration.
• Develop and Oversee cost and schedule reporting processes that will ensure EPC contractor and other site contractors are reporting all updated schedules and costs, including procurement tracking, earned value analysis, commodity tracking, contingency draw down, manpower, trends and forecasts.
• Assist in conducting project audits including physical quantity and progress audits.
• Support development of the Project Risk Management Program including probability analysis, contingency drawdown methodology, and trend analysis. Update the methodology for both cost and schedule as required.
• Manage the flow of documents across the project team by management of the Document Control systems employed by each contractor.

Essential Skills / Qualifications:
• Post Secondary Engineering degree with current professional engineering status
• 15 years experience working directly on Oil and Gas or Mining projects with equivalent to $CAD 500mill annual budget oversight.
• Demonstrated Leadership and Management capabilities to Oversee Staffing and multiple cost and schedule reporting processes that will ensure contractors are reporting all updated schedules and costs, including procurement tracking, earned value analysis, commodity tracking, contingency draw down, manpower, trends and forecasts
• Superior user of related computing products such as Microsoft Office and Primavera (P6).
