The Role:
The Project Controls Manager is responsible to the Project Manager for the performance of Project Controls. Provides unification that organizes the estimating, cost control, scheduling, Information Systems, Graphics and Document Control activities into a cohesive, integrated project control team approach.

Develops a project control plan and work breakdown structure. Has responsibility for the development of the Baseline Budget Validation, Schedule, Estimates, Procedures, and all published reports and presentations. Is responsible for the team internal budget.

The Project Controls Manager must be able to:
•Implement project controls strategy in programme of works
•Deliver timely, accurate and integrated Project Controls information
•Ensure data integrity is maintained through the lifecycle of the Programme
•Implement the Project Controls strategy across the programme, manage the supplier contract baseline plan integrating scope, schedule, cost, earned value, change, risk, quality assurance and health & safety.
•Provide Earned Value Management (EVM) across the Programme, using Earned Value Analysis (EVA) tools and methodologies to develop, track and interpret earned value metrics, perform variance analyses, and cost forecasting.
•Ensure the effective and timely delivery of Project Controls Project Delivery Process across the Programme
•Provide pro-active support to the planning, and delivery of component projects.
•Attending meetings with the client updating on progress.

Essential Skills / Qualifications:
•Security Clearance is essential
•Qualified to degree level.
•Previous experience in a similar role having managed large scale projects and implemented project controls strategies in the nuclear, power generation, or submarine industry.
•Extensive experience in earned value management and methodologies for planning, controlling time and cost integration, and managing the delivery of projects using tools such as Primavera P6.
•Able to demonstrate experience of designing and implementing systems of performance measurement and management and possession of excellent data gathering, analytical, and problem solving skills.
•Demonstrate flexibility and resilience in dealing with complex issues, and deploys sound problem solving methodology.
•Excellent communication skills, both verbal and written with the ability to produce high quality reports.
