The Company:
Our client is a leading engineering solutions provider for blue-chip companies in the UK.

The role will be based at Barrow in Furness and includes a company car/car allowance

Successful candidates will need to hold or be able to pass full SC Security Checking process by the MOD, which looks into personal financial information and family background information.

The Role:
Overview: The Project Controls Manager based in our clients Barrow Office, Cumbria and will be responsible for overseeing the project controls function on a major Contract.

Scope of Work:
To manage all planning, cost estimation earned value reporting including risk and change management services on a key capital programme in the North West of England. This is a long term opportunity of between 6 – 8 years.

This role demands the leadership ability to cascade vision, objectives, and goals within the Project Controls Team, including, mentoring and development of staff.
Provide clear definition of the objectives of Project Controls within the Contract and in the interfaces with our client.
Ensure that the employed Project Control techniques and practices are compatible with the Clients Way and contract requirements and that staff are trained adequately.
Preparing monthly analyses and reports on expenditures, progress, commitments, budget performance and schedule performance for all environmental actions at the Site
Developing and maintaining database and record management system for all costs based on past performance, cost data and indices of material costs for use in the preparation of cost estimates and budgets and performance analysis
Tracking actual costs and compare them to the budgeted costs for each work section as well as using data to forecast cost to completion.
Assist in the design and set-up the most suitable and effective project controls function for this contract to meet the objectives in compliance with contractual specifications.
Create a schedule/cost/risk awareness atmosphere among all projects participants.
Organise and maintain the best integration between scheduling and cost control and risk management functions ensuring that any activity is carefully planned and controlled in terms of time, budget and scope of work.
Ensure, during the initial phase after contract award, the implementation of the Project Controls System
Establish the overall work breakdown structure and relevant coding system to meet all control requirements
Ensure reports required by the Client and internally by our client are regularly issued.
Assure the monthly issue of Project Status Report as required by higher management.

Principle Interactions:
Reports to Project Director to ensure all project controls are provided on a timely and accurate basis

Essential Skills / Qualifications:
Skills & Experience
Multi-disciplinary awareness and capability to articulate offerings and understand wants of clients clearly.
Demonstrable project controls management delivery in a highly regulated environment with solid commercial responsibility preferred.
Strong planning and control experience and demonstrable success in both.
Strong interpersonal and communication skills
Experience of new contract start-up
Self-starter and self-motivating; capable of working with limited overhead support
Considerable experience in project planning role, with previous experience in civil and structural industry
Experience in reviewing and overseeing cost control reporting.
Proficient in the management of projects planning & scheduling functions, including schedule development and schedule analysis, project finance, budgets, cash flows and overall P&L of multiple large projects.
Focused in handling end to end project management functions, projects from bid stage to execution and handover

Desirable Skills / Qualifications:
Experience - Desirable
Work within the Construction and Structural and Nuclear.
Experience of Scheduling, Change, Cost & Risk Management
Management of project control personnel (planning / cost management)
