The Role:
Project Controls Manager
The Overview
To manage the estimating, planning, cost management, risk management services for a portfolio of Minor and Major projects based in North West of England.
This role demands the leadership ability to cascade vision, objectives and goals within the Project Controls Team and key internal and external stakeholders.
Particular immediate focus will be on monitoring and reporting of the existing portfolio of projects and challenging supply chain services to maximise value to the business.

The Role
Ensure that the employed Project Control techniques and practices are compatible with the corporate methodology.
Responsible for producing monthly analyses and reports on expenditures, progress, commitments, budget performance, risk profiles and schedule performance for projects within the minor and major portfolio of projects.
Development and maintainance of portfolio database including AFE tracking and schedule tracking.
Facilitation of the Risk Management process ensuring project and portfolio risks are captured, analysed, mitigations idenified and implemented. Ensure that probability and impact information is applied appropriately to projects cost and schedule and reported upon.
Tracking actual costs and compare them to the budgeted costs using data to forecast cost to and cost at completion.
Design and set-up the most suitable and effective project controls function to meet the objectives in compliance with contractual specifications.
Champion a culture of schedule, cost & risk awareness within the projects team.
Organise and maintain the best integration between scheduling and cost control and risk management functions ensuring that any activity is carefully planned and controlled in terms of time, budget and scope of work.
Produce high-level weekly status report.
Project Controls Manager
The Person
Demonstrable project controls management delivery in a high performance environment with solid commercial responsibility preferred.
Strong commercial awareness, cost management, schedule management and risk management skills.
Strong interpersonal, leadership and communication skills.
Self-motivating and capable of working with limited overhead support.
Strong experience in management of project controls functions from bid stage to execution and close-out in a Brownfield projects environment.
Demonstrable experience in the challenging the supply chain to deliver an efficient, cost effective service that delivers.
Strong experience in the management of people and teams.
Proven influencer and communicator with stakeholders at all levels.
Ability to plan and organise self and work in order to achieve objectives and targets.
Is deliverable focused and a problem solver with the ability to overcome obstacles in order to move forward.
Proven experience in the Management of Change process.
Ability to lead, facilitate and introduce commercial awareness to this process.
Track record of delivery to high standard on cost management and financial control in a Brownfield projects environment.
Strong presentational and report writing skills.
Ability to clearly communicate complex messages to a variety of audiences including senior management.
A team player with proven experience in working effectively with peers, managers, suppliers and stakeholders to deliver high performance and maximize value to the business.
Proven experience in the design, implementation and management of project controls processes and techniques in a Brownfield projects environment.

Essential Skills / Qualifications:
Engineering or Business based degree; relevant experience would be considered in lieu of qualification.
Proficient in Microsoft Desktop packages with a good understanding of Microsoft Project and Primavera P6.
Significant experience managing people and leading teams
Programme Management / Project Control experience in a Brownfield projects environment.

Desirable Skills / Qualifications:
Ideally trained in Programme and Project Management, though practical experience of managing projects within teams even more valued.
