The Company:
Our client offer design, manufacture, assembly & testing of complex, high-integrity mechanical and electromechanical plant equipment as well as waste management and decommissioning front-end engineering and methodologies to the nuclear industry

The Role:
The Project Controls Manager is a critical role to support the achievement of the Business's strategic objectives and long term growth plans through First Class Project Controls. You will lead and continuously improve the Project Controls function within the business, managing and taking responsibility for the Project Controls team. You will play a key role in the implementation of Project Controls system and process improvements across a number of complex projects for various customers in different nuclear markets. Engaging with internal and external stakeholders, the Project Controls Manager will provide high quality project performance data in a timely manner ensuring a balanced outlook on risk, opportunity and change control.

Key Activities:

o Maintain and improve the Project Controls governance, processes and procedures across all the projects.
o Lead, manage and coordinate the Project Controls team including cost estimators, planners, cost engineers etc. across bidding and delivery activities, cover absences where required.
o Providing Project Controls support to the Project Management team by ensuring accurate and timely project information and systems which provide opportunities to make informed project decisions, to prevent deviations from the planned time, cost and quality objectives.
o Ensure the governance timetable including 'deep dive' reviews and Management Self Assessments (MSA's) where appropriate are adhered to with outputs appropriately recorded in a timely manner.
o Ensure that the data for internal and customer reporting purposes is prepared correctly, accurately, is aligned to the processes and procedures and produced to the required quality in a timely manner, for the approval and use of the Project Manager.
o Ensure that forecast data for both internal and external customers is checked, validated and aligned across the projects, for the approval and use of the Project Manager.
o Effective engagement with internal stakeholders to ensure appropriate and accurate data is provided to the PM in order to ensure predictable outcomes and accurate cost and resource forecasting.
o Ensuring appropriate KPIs are in place and maintained to measure cost, time and quality (i.e. SPI/CPI) performance across the Business highlighting variances and trends in performance.
o Establish future resource demand to support the company resource planning meetings.
o Management and improvement of all project controls processes including scope management, progress mark-up process, risk and opportunity management and change management.
o Act in a customer facing capacity for the Project Controls function.
o Functional Line Management responsibilities for Estimators, Planners and Costs Engineers, etc.
o Support the Continuous Sustainable Improvement Plans (CSIP) and other improvement initiatives within the business.

Essential Skills / Qualifications:
o Engineering or similar technical degree desirable, and or a professional project controls qualification
o APMP Level D Qualification or similar would be desirable
o Extensive experience in an engineering/manufacturing environment in a commercial or project management role.
o Excellent track record of the management and control of complex data sets.
o The ability to build strong relationships with internal and external stakeholders.
o Extremely numerate with a full and detailed understanding of Earned Value Management is required
o Can demonstrate a full understanding of risk and opportunity management and risk mitigation at project, portfolio and programme level
o Fully understands and can operate within change management and complex commercial environments, with numerous types of contracts.
o Security cleared (or ability to be cleared to SC level)

Desirable Skills / Qualifications:
o Intermediate/advanced level Primavera P6
