The Role:
Project Controls Specialist is responsible for monitoring all cost & schedule data provided by contractors assigned to the project, participating in the Project Change Management process, coding of maintenance orders, purchase orders, contracts, invoices, estimates and developing and maintaining all required cost logs and registers.


• Develop, with the project team, realistic forecasts of the overall project cost and schedule.
• Implement processes that encourage early recognition and assessment of risks and opportunities that could affect project results.
• Manage project cost reporting and forecasting efficiently
• Encourage clear ownership of budgets
• Identify cost and schedule reduction opportunities
• Interface with Finance & Accounting functions
• Ensure development of Work Breakdown Structure (WBS) during all project stages, suitable for the needs of controlling the project.
• Develop and maintain a phased forecast profile based on Value of Work Done (VOWD) and use this to compare variances with actual VOWD and Control Budget
• Check contractors' forecast for completeness and consistency with the defined scope of work
• Audit contractor deliverables to ensure the basis of rates and factors is consistent
• Ensure budget exists prior to award of the contract or approval of the purchase order
• Participate in developing or coordinating phase deliverables: Project Controls section of the Project Execution Plan (PEP) and supporting documents for Decision Support Packages (DSP), Contract Releases, and AFE’s.
• Develop the Control Budget from the Phase AFE and the supporting cost estimate.
• Manage Contingency against changes, both pending and approved, and vendors and contractors' forecasts. Inform project management of the rate of expenditure of Contingency
• Validate contractor data for accuracy and compliance with project controls requirements stated in the contract
• Ensure alignment between contractors' physical progress measurement and expenditure
• Verify contractor invoices in conjunction with Finance: Comply with contract terms and conditions
• Comply with the established Delegation of Authority, and processed on time.

Essential Skills / Qualifications:
• Bachelor Degree in Engineering, Project/Construction Management, Business Administration
• Minimum 5 years of refining, petrochemicals, or manufacturing experience in the area of cost & schedule control.
• Proficient in Primavera, Microsoft Office products – Excel and Access,
• Proficient in SAP
