The Company:
Our client, an international oil and gas major operator, is seeking a Project Cost Engineer for one of their major projects.

The Role:
1) Identify, manage and control the Owners Costs using cost engineering tools and processes as required.
2) Oversee administration and cost control systems and procedures to track owners costs budgets, commitments, expenditures and forecasts.
3) Establish reporting tracking tools and generate progress monitoring reports for cost and schedule on regular basis.
4) Development of Work and Cost Breakdown Structures for owners costs.
5) Ensure estimates and cost alignment with the annual business plan/budget.
6) Coordinate with Engineering, Construction, Installation, and Operations in the development of project staffing plans.
7) Develop Owners Cost Controls section of the Project Execution Plan (PEP).
8) Provide the technical liaison and coordination with Facilities, Construction, Installation, Systems Completion, and Operations.
9) Participate in project reviews, assurances and risk assessments.
10) May supervise contractors and mentor others.

Essential Skills / Qualifications:
Ideal candidate will hold a relevant Degree in Engineering and have 10 year+ Facilities, with Field Experience.

Desirable Skills / Qualifications:
1. Minimum 10 years experience in Major Capital Projects, particularly oversight, coordination and liaison across multi discipline, multi-location teams, with emphasis on the owner's perspective. Demonstrated knowledge and application of management of project deliverables and Management of Change. Knowledge of control and reporting tools, techniques, and software. (e.g. ERP Tools SAP & Ariba).
2. Communications and Stakeholder Engagement - Strong written and verbal communication skills, experience in serving a broad group of stakeholders, demonstrated ability to work from a position of influence (vs. authority) based on credibility as a Project Engineering SME.
3. Preferred diversified execution project experience, particularly participation in execution phase (engineering design, procurement, fabrication/construction, installation, commissioning) of major capital projects, especially for FPSO new build projects, preferably in Project Engineering and/or Project Management roles.
