• To support the Cost Team Lead to provide the functional cost engineering interface between the Marine & Subsea team in Baku and the SD2 Central Cost Team.
• To Support the cost team lead covering Marine operations.
• Support the Project Manager(s) to achieve contract objectives
• Ensure timely and high quality delivery against key planning activities and deliverables (see detailed roles and responsibilities)
• Ensure contractor compliance with contractual planning and reporting requirements especially those detailed contractually within the Project Coordination Procedures (PCP).


Demonstrable track record of experience and accountabilities, relevant to the job description described herein, gained on similar large-scale offshore oil & gas projects:
• Substantial construction-related cost engineering experience on oil & gas facilities
• Substantial experience interfacing and working together with owner and contractor project services personnel
• Significant experience working with internationally-based contractors
• Substantial experience closely aligned with job responsibilities
• Experience with reviewing contractors monthly application for payment
• Experience of working with Construction vessel.
• Experience of using SAP, Maximo and Kildrummy Cost Manager software (preferred



­ Demonstrate HSE leadership by actively engaging the company site team and construction contractors with actions that contribute to delivering on company’s HSE expectations

Plans & Procedures
­ Ensuring forecasts and VOWD submissions are inline with the company Cost Engineering procedure.
­ Ensure compliance with financial and business and project processes.

Cost Control
­ Ensure the preparation and development of appropriate control budgets from the Project estimate.
­ Prepare cost data for their assigned Delivery Team including but not limited to budgets, commitments, VOWD, forecasting, capex time-phasing (capex management), reporting and analysis.
­ Work with cost control tools including WBS, company Cost Database System (the company version of Kildrummy® CostMANAGER), SAP (General Ledger), Project Mgmt of Change (MOC) register, Risk Register, etc.
­ Develop and maintain progress including consolidation of calculations and analysis of contractor and vendor monthly inputs.
 Ensure verification of daily labour return and weekly labour calculation
 Ensure verification of Vessel utilisation reports.
 Review and verify the contractors monthly report (including verification of lump sums)
­ Ensure correct coding of all requisitions, purchase orders, contracts, invoices, estimates, and ensuring these are updated and maintained in the company Cost Database.
­ Prepare and review monthly VOWD forecasts for sign-off by Budget Holder and manage in quarter, in year and full-cycle forecasting accuracy.
­ Ensure budget transfers are correctly managed and approved
­ Provide cost input to commitment and contract closeout process

Interfaces with PSCM and Finance functions
­ Work with the Project Controller and Finance function to ensure adequate financial controls.
­ Assist PSCM and Finance in the verification of contractor and supplier invoices for payment; assist PSCM in the development and negotiation of payments, input to CTR’s, etc.
­ Raising of requisitions (Desktop Requisitions via Maximo)
­ Reconcile costs between the ledger (SAP) and the company Cost Database (KCM).
­ Ensure all invoice-supporting documentation is readily available for auditing by Joint Venture (JVs) and partners to facilitate cost recovery.
­ Support audits of the cost control procedures and activities (internal and external)

Estimating
­ Understand build up of the project estimate and the associated internal and external benchmarking/technical limits.

Project Management of Change
­ Provide cost input to and implement the cost element of project management of change procedure.
­ Incorporate output from the Management of Change process into cost reports and capex phasing; Ensure that delivery team cost reports reflect the correct value for approved changes and that the Forecast Final Cost is equivalent to the original estimate plus the sum of all changes.
­ Assessment of Variation Order Requests (VORs)
­ Code approved Variation Orders (VO’s)

Risk Management
­ Provide cost input to and implement the cost element of risk management plan.
­ Coordinate the development of risk mitigation plans (as delegated) and own actions or within risk mitigation plans as appropriate
­ Link risk process to change process and estimate.
­ Make recommendations to identify or mitigate CAPEX risks and communicate these to the management team
­ Maintain a register to cost risks (threats and opportunities) and ensure that this is regularly updated based on the latest information from the construction delivery team and PSCM, Finance functions.
­ Use the cost risks register as a primary source for producing trended forecasts from current cost forecast baselines or control budgets – both phased (monthly, quarterly, annual) and full-cycle

Reporting
­ Prepare and implement company Cost Database, including roll-up levels and reporting cycle calendar
­ Developing and issuing various reports to appropriate stakeholders, including partner reports.
­ Provide cost input to monthly reports, dashboards, GPO and partner reports as required
­ Respond to requests for data (e.g., GFO), data analysis, tools, presentation materials (e.g., QPR), etc.
­ Assist with development of Project Closeout Plan.

Management
­ Support PS Lead to provide accurate cost information to the Project Managers and Project General Manager (PGM)
­ Integrate across the project by linking engineering, PSCM, construction and commissioning to maintain alignment of cost reporting and forecasting
­ Holistic analysis of cost data and understanding how it relates to progress in the yards and the construction programme
­ Input to the Master Control Estimate (MCE) update process for the delivery team on a six-monthly basis (part of the Cost and Schedule Verification Review - CSVR). Work with planning engineers, project delivery managers and the central cost team to understand and explain variances against previous MCE baselines (see Project Management of Change)
­ Contribute to Organisational Learning and ensure lessons learned and best practices are incorporated
­ Assist in the development of contractor supplier performance KPI’s in order to monitor and influence the contractor’s performance against the contract (including PCP requirements)

Essential Skills / Qualifications:
• Ability to work well in a team environment of mixed-experience, mixed-nationality planning engineers at a construction site in Baku
• Able to create a performance culture that is designed to deliver success:
• Influencing and communication skills in English language.
• Ability to work under own initiative.
• Excellent inter-personal skills and behaviours (equivalent to Level H staff or higher).
• Ability to produce good quality written reports and summary presentations – able to communicate clarity from complexity.
• Competent with computers and IT including experience of using standard productivity software (e.g. MS Outlook, MS Word, MS Excel and MS Powerpoint)
• Able to use SAP, Maximo and Kildrummy Cost Manager software (preferred
• Higher National Certificate/ Higher National Diploma (HNC/ HND)

Desirable Skills / Qualifications:
• Degree in Science, Engineering or similar discipline (e.g. Quantity Surveying)
