The Company:
De locatie is een moderne import/export terminal voor brandstoffen als propaan, butaan, benzine en diesel en is met 75 tanks en een totale opslagcapaciteit van één miljoen kubieke meter de grootste trading terminal. Vanuit de terminal worden de lokale en regionale tankstations bevoorraad met benzine, gasolie en LPG. Daarnaast wordt de international handel in olie- en gasproducten in Europa en de rest van de wereld, voornamelijk N-Z Amerika en Afrika, bediend.

The Role:
The goal is to quickly establish a control organisation and procedures. Including estimating, reporting, risk analyse.

Key attributes required:
a) Responsible for ensuring cost estimating and forecasting processes and procedures followed for all scopes in all areas of our project.
b) Responsible for developing and maintaining cost reports for the Projects, including providing a monthly forecast of Value of Work Done and the Anticipated Final Cost during the Planning and Preparation Phase.
c) Manage earned value measurement for accurate forecasting.
d) Review CONTRACTOR variation claims for correct application of rates and volumes including planned and exception onsite inspections.
e) Manage variation process cycles including submissions, logging, counter estimates and approvals. Prepare documentation and substantiation for negotiation of variations during execution.
f) Candidates experience should have been working as a Cost Engineer, Quantity Surveyor or Contract Manager.
g) Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
h) High level of experience of operating large finance management systems (SAP, JDE) and databases.
i) Practical field experience including site measurement.
j) Proficient personal computer skills including spreadsheet, routine database activity, word processing, graphics, record keeping.
k) Familiarity with engineering drawings and with mathematical concepts such as probability and statistical inference.
l) Utilize the project WBS to assign costs.

Essential Skills / Qualifications:
Lead Level of Competency, requiring at least 10 -15 years relevant experience of managing teams of Cost Engineers& project controler within the Petrochemical, Oil and Gas or Power Generation industries with at least 5 years being performed in a Lead role.
