The Company:
Our major Oil & Gas Client is in need of a Project Delivery/Facilities Lead in Warrendale, Pennsylvania.

The Role:
The purpose of the Project Delivery Lead position within Onshore Projects is to deliver sustained business performance through robust detailed engineering, procurement and execution of top quartile projects, up to and including handover to operations.

The Project Delivery Lead is responsible for delivery of post-DG3 projects, with the intent of achieving top quartile metrics (safety, cost, quality and schedule) throughout the Define & Execute ORP phases for a portfolio of projects. The project portfolio includes but is not limited to gas/oil/water gathering infrastructure, gas plants/compressor stations, wellsite facilities, well pads and roads. To achieve this objective, the Project Delivery Lead is accountable for developing all Define & Execute phase Project Controls and Assurance Plans (PCAPs) for Onshore Projects led activities within the asset. On approval, the Project Delivery Lead is responsible for completion of the deliverables defined within these PCAPs. The deliverables are to be completed to a high standard and in accordance with the Project Delivery Roadmap (PDR) timelines.
The Project Delivery Lead is a key member of the Project Leadership Team for the asset and is expected to work collaboratively with other members of the team to ensure expectations are well understood and transitions between project phases are managed properly. The Project Manager will assign additional responsibilities to the Project Delivery Lead as capacity allows, which are likely to include participation in the Asset Leadership in times of Project Manager absence or other schedule conflicts.
The Project Delivery Lead is accountable for managing a team of Project Delivery Engineers to meet the business objectives. The Project Delivery Lead is to ensure facility designs are robust, AI-PSM compliant and fit-for-purpose while meeting the needs of construction, OR&A and operations. In addition, the Project Delivery Lead is responsible for ensuring all site construction work packages and procured materials/components are delivered to site in accordance with quality requirements and the project schedule, facilitating constructability reviews early in the process. The Project Delivery Lead is responsible for developing and maintaining cost & schedule estimates for their projects and identifying & effectively managing execution risks. Towards this end, the Project Delivery Lead is expected to meet regularly with the Project Delivery Engineers, discipline engineers, Quality lead, construction, OR&A and other support functions to accomplish these objectives, fostering a team working environment. The Project Delivery Lead is to act as an enabler for success of the engineers, providing support, resolving conflicts and acting as a coach & mentor.
The Project Delivery Lead is responsible for meeting the Asset Integrity Process Safety Manual (AI-PSM) requirements, as specified in the HSSE Control Framework, for post DG3 projects. The Project Delivery Lead is to provide input to the Project Manager for annual Group Business Assurance Letter. The intent is to optimize the application of Client requirements to deliver industry competitive projects with appropriate safety controls. The Project Delivery Lead is to ensure effective HAZOPs are conducted and any actions are closed out in a timely manner.
It is of critical importance that the Project Delivery Lead demonstrates visible HSSE leadership in the field. Field visits are to be conducted on a twice monthly minimum frequency. These engagements with contractors and field staff shall reinforce HSSE (personnel safety and build-quality as it relates to asset integrity) as the highest priority, with clear and consistent messages. Training, to improve engagements, will be made available.
The Project Delivery Lead will act as the Contract Holder for facility related engineering & procurement contracts of relevance to their asset, unless contract agreements span multiple regions, in which case the Project Delivery Lead is responsible for working closely with the Contract Owner & Holder on performance management for scopes related to their portfolio. As Contract Holder, the Project Delivery Lead’s accountabilities are in accordance with the C&P and HSSE guidelines.
In addition to the above, the Project Delivery Lead’s responsibilities include but are not limited to development and delivery of:
• Delivery related input to DG3 assurance reviews, including Project Execution Plans and ensuring Technical Standards/Specifications and Operations requirements have been agreed.
• DG4 assurance reviews, with specific focus on key deliverables which include HSSE Plan, Basis of Design, Project Execution Plan, Technical Standards/Specifications, and Operations Philosophy.
• Credible post DG3 project cost and schedule estimates, taking into account safety & external/internal benchmarks. It is an expectation that the Project Delivery Lead reviews and aligns with Project Manager and Front End Engineering Lead on pre-DG3 cost/schedule estimates to ensure realistic promises are made.
• Post DG3 Project risk & opportunity register, with planned mitigations.
• Maintaining up to date budget forecasts for portfolio (committed spend, invoiced spend, VOW, forecast at completion) for projects in the Define and Execute phases.
• Communicating project status and providing input to monthly reporting, including status on milestones, schedule, and budget
• Engineering & Procurement contract awards, in cooperation with parties (PM, regional GM, etc).
• Assisting PM with management of Non-Technical Risks associated with the asset.
• Resource plans for delivery and discipline engineers to support the asset, with Project Manager & Engineering Manager remaining accountable for securing the staff, respectively.
• Project Processes; implementation and adherence to
o Project Delivery Roadmap (PDR) or Opportunity Realization Process (ORP)
o Discipline Controls and Assurance Framework (DCAF)
o Management of Change (MOC) procedure
• After Action Reviews at project completion to capture & share learnings across organization.
