The Company:
Our client is a large multi-national Oil and Gas Operator which explores, develops, produces and markets crude oil, gas and sulfur. They pride themselves in conducting operations in accordance with the world–class safety and environmental standards.

The Role:
Review Electrical and Instrument Engineering design deliverables from design contractors to ensure that designs meet Project and Company technical specifications, business objectives, and safety, reliability, operability and maintainability requirements.
Maintain interface with Operations (from design stand point). Ensure key stakeholders (Plant Operations, Maintenance, Reliability, Automation and Process Engineering groups) are effectively engaged at all phases of project development specific to Electrical and Instrument Engineering.
Obtain and incorporate all applicable input into design. Maintain Engineering interface with other projects which impact the project. Coordinate technical/site reviews regarding drawings and documents. Participate in field trips to gather project information as required.
Co-ordinate activities to facilitate execution of Electrical and Instrument Engineering scopes of work. In coordination with project Engineering Manager, clearly establish Electrical and Instrument work scopes, schedule and costs, and communicate as appropriate to the Project Team and Engineering Contractor. Determine optimum staffing requirements to meet all Electrical and Instrument milestone dates and report to Engineering Manager on any deficiencies. Maintain Project Schedule for all Electrical and Instrument Engineering activities. Provide input to project’s engineering scope.

Review and communicate progress and performance status to Engineering Manager and Project Engineers. Co-ordinate meetings, participate, record and communicate meeting outcomes for both meetings within Company and between Company and Engineering Contractor. Participate in weekly Engineering Contractor progress meetings.
Participate and assist with Value Improvement Practices and Best Practices, including disposition and action items. Apply appropriate VIPs and BP’s, gather and apply lessons learned. Provide support on collation and dissemination of Electrical and Instrument Lessons Learned from project, other Company projects and projects external to Company and drive completion and close out of VIP’s and BP’s. Work in conjunction with Engineering Manager to identify and manage project risks. Assist in maintenance of project action items/ risk register/ etc. for Electrical and Instrument Engineering issues.
Provide engineering support to project Management for various phase gate activities including the following: PReP Assessment, FEL Assessment, Peer Assist/Review, IPA assessment, Estimate and Schedule Assurance, Cost & Schedule Risk Assessment. Develop action plans and tracking registers. Development and input of applicable PEP sections. Development and input to applicable DSP sections. Deputize for Engineering Manager in his absence due to business trips/vacations.

Mentor national project and Electrical/Instrument discipline engineers as required.
Accountable/responsible for Quality of Electrical and Instrument Engineering work & documents. Responsible for implementation of applicable QA/QC procedures appropriate for design, and to ensure that engineering standards and practices are followed on all project work. Conduct regular audits of work practices to ensure engineering is conducted per the Engineering section of the Project Procedures Manual.
Contribute to resolving regulatory issues. Co-ordinate execution and quality assurance of Regulatory Packages produced by Engineering Contractor. Assist in providing information for development of Technical Project Documentation in order to ensure permitting and regulatory packages are developed in a timely manner. Assist in developing Vendor Technical Data Dossiers. Maintain positive relationships with Local Partners and RoK design institutes to maximize effective Kazakh Goods & Services levels (KGS).

Ensure engineering drawings and design packages are issued by Engineering Contractor as per project plans to enable timely planning, support contracting and construction needs for efficient field execution. Ensure release of all required drawings, specs, and procedures necessary for field installation. Review all required Electrical and Instrument engineering changes during the project construction phase, and provide recommendation to Engineering Manager on acceptance. Ensure optimized use of owner and contractor’s resources during field execution phase. Establish acceptance criteria for engineered equipment and accept constructed facilities before their turnover to start-up team for commissioning. Produce punch list of items to be corrected on capital work prior to transfer of facilities for commissioning. Ensure proper project closeout as per company guidelines. Ensure that “as-built drawings” are completed as required.

Essential Skills / Qualifications:
BSc qualified or equivalent in a relevant discipline.
Extensive experience of a similar role in the Oil and Gas industry.
Fully conversant with Electrical & Instrument international codes and standards, and laws, rules and regulations of Republic of Kazakhstan related to plant and facilities construction.
Microsoft Office Suite, with a particular focus on Microsoft Word, Excel, PowerPoint & Visio.
Fluent in spoken and written English.
