The Company:
Our Client is a Global Operator in the Oil and Gas Industry. This role supports our client's project's in Iraq and is based in Iraq on a 28/28 rotational basis.

The Role:
Main Job Function:

To be the key interface between the Company or Main Contractor home office outside of Iraq and the Project Execution Team mobilised on site in Iraq. To ensures that the Work Package Management outside of Iraq is fully aware of all Projects status, activities, costs aspects, and compliance with procedures & regulations.

Accountabilities and Responsibilities:
The job holder is responsible for :
• Ensuring that home office Company Management / Contractor HQ are aligned and aware with on-site Project status and activities, in accordance with the agreed project objectives, including HSE / Technical integrity, performance, cost, schedule, company reputation
• Assisting with the Contractor supervision and direction during the execution of design, procurement and construction activities, ensuring the quality of the works, according to the contract requirements, are met.
• Providing technical input, in line with project requirements, into technical studies and Basis of Design for the on -shore production facilities and associated logistics and residential infrastructure.
• Ensuring a smooth and effective transfer of data and information between Contractors and between Contractors and the Company.
• Propose new project procedures and policies that will improve the interface with Company management
• Assisting with identification and adaptation of appropriate engineering standards, with due consideration of the environmental and logistic conditions of the facilities.
• Providing guidance from the home office to the site team for supervision and follow-on of activities.
• Assisting with optimisation of installation and construction activities / sequences, minimising cost and safety risks.
• Contributing to a data base of size, weight, cost and delivery time of major equipment and packages.
• Participating in process safety reviews activities.
• Assisting with the technical authority processes relevant to the Work Package, for example, reply to formal Deviation/Concession Requests issued by contractors and where necessary act as coordinator in resolution of technical issues which involve interfacing between the onsite team and Contractor or Company HQ.
• Assessing capabilities and limitations of detail design contractors and incorporating in development planning and risk mitigation processes.
• Participation to technical integrity activities and reviews/audits.
• Visiting key teams on the Project Execution that may be in Milan, UAE, or other locations to ensure awareness of the Project activities at these locations,

Safety Responsibilities:
• Demonstrate a personal commitment to Health, Safety and the Environment by following the Project’s HSE Plan and training requirements
• Ensuring a safe and operable design

Main Interfaces:

• Liase with engineering / EPC contractors, suppliers and consultants as required.
• Liase with project groups and technical staff inside and outside of Iraq.

Essential Skills / Qualifications:
Qualifications & Experience:

The job holder must have:

• Degree in Engineering or equivalent.
• Demonstrable experience and proven track record in Engineering specifically related to front end engineering, detailed design, delivery and operation of upstream onshore Oil & Gas projects, including both process and residential facilities.
• Demonstrable experience and proven track record in onshore oil & gas project related engineering activities.
• Fluency in English.

• Excellent technical and interfacing capabilities.
• Ability to define contractor scope of work and review work progress and reports.
• Excellent interpersonal and team-working skills to include formal report writing, formal presentations and the ability to work with a wide range of personnel from a multi-cultural and multi-functional environment.
• Full understanding of HSE importance in planning and executing projects; Proactive approach to HSE issues and safety/hazard management.
• Understanding of relevant technical codes and standards within the main engineering disciplines
• Effectively communicate engineering issues to Company management and Partners.
• Ability to introduce, challenge and effectively integrate innovative technology.
• Have a proactive approach to the decisional process
• Be computer literate in, for example, Word, Excel, Outlook, etc.
