The Role:
Supervises the development of all technical scopes of work, specifications, drawings and data sheets necessary for the Engineering, Procurement and Construction (EPC) bid packages;
• Manages the development of technical information packages required by various permitting agencies including but not limited to land allotment, emissions, equipment certifications, Environmental Impact Assessment, utilities and pipelines tie-ins and others;
• Leads the work activities executed by engineering and construction subcontractors;
• Facilitates vendors packages development and fabrication through engaging various parties required to complete the task;
• Supervises the completion of the commercial elements of the EPC bid packages being prepared by the Business Management Team including: Commercial Terms & Conditions, bid forms, commercial input to the EPC Bid Evaluation Plan, etc;
• Supervises the project execution planning. Seek out and apply best practices from other projects. Capture and share best practices and lessons learned from project planning and execution. Apply Company Policy to ensure decision quality and high quality of project execution;
• Overseas design process workshops, including Value Engineering, Process Simplification, Process Optimization and Design to Capacity;
• Leads a variety of conceptual engineering project management activities relating to the development of the resources, such as cost control, scheduling, project assurance activities and interfacing within Company;
• Leads the Company management of the selected Conceptual Engineering contractor ensuring deliverables are produced on schedule and to the content and quality expected;
• Leads technical activities of the selected conceptual engineering contractor in at least one discipline, such as subsea, flow lines, mechanical or floating structures;
• Ensures that inherent safety in design and operability integrated in concept selection and development for gas resource opportunities;

Essential Skills / Qualifications:
Bachelor or higher degree in Engineering. Mechanical or Civil discipline preferred.

a) Strong technical background with at least 15 years of experience in oil and gas industry;
b) Recent experience (within past 3-5 years) working on projects in Romania.
c.) Strong knowledge of permitting, local codes and regulations for gas field development and pipelines
d) Experience interfacing with government agencies and contractors on construction projects;

Ability to clearly communicate technical information.
Candidate must be able to work independently with limited oversight on project objectives.
Ability to travel to various sites when required;
