The Company:
Our client is a large multi-national Oil and Gas Operator which explores, develops, produces and markets crude oil, gas and sulfur. They pride themselves on conducting operations in accordance with world–class safety and environmental standards.

The Role:
The FE Existing Field Facilities (EFF) Project Engineer (PE) provides project engineering and management services in support of existing oil field facilities and infrastructure on multiple, concurrent, small capital projects (typically $1MM – $25MM) for internal Company Client groups. Assignments may vary from small piping or equipment installations to major turnaround projects to new facility construction. The FE EFF PE directs a Project Team which may consist of a combination of OPS, Process, Maintenance and Construction Representatives, Project Support Staff, and external Contractors.
Depending on the level, the Project Engineer may also be responsible to mentor up to two national project engineers.
The FE EFF PE is accountable for the quality of all aspects of a project for which he or she has responsibility, from the beginning of Phase 1 through Phase 5. Specific Work Responsibilities include the management of the following activities to completion:
•Developing, evaluating and making formal recommendations and justifications for various projects.
•Developing initial Cost and Schedule estimates
•Developing project strategies and execution plans for Engineering, Procurement and Construction
•Forming project team of expat and national engineers and cross-functional customers and guide team through Phases 1 through 4.
•Developing Scopes of Work for Engineering, Procurement and Construction including bid package development, bid analysis and contract package development
•Executing agreed-upon local content objectives.
•Negotiate and approve work changes
•Developing Regulatory Approval / Code Compliance packages
•Provide technical expertise in technologies, methods and processes.
•Support and follow all Safety & Environmental policy and guidelines and PSM processes.
•Develop project safety plans and monitor and promote safety at all project work locations
•Being responsible for cost control and forecasting to align appropriations with approved budget.
•Issuing regular project Status Reports, including Cost and Schedule updates and forecasts
•Reporting as necessary to Decision Review Board (DRB), including making formal presentations.

Essential Skills / Qualifications:
•An Engineering qualification from an accredited university (Civil, Mechanical preferred)
•Applicable experience in the oil and gas industry – not less than 3 years
•Proficiency in use of MS Office Programs (Word, Excel, Powerpoint, Project) is required
•It is desirable for the EFF PE to have experience in Project Management in plant/field, and knowledge of project tools including: CSOC, CPDEP, and project execution planning principles.
•It is desirable for the EFF PE to have a basic knowledge of relevant RoK regulations.
•It is desirable for the EFF PE to have the ability to review discipline design, fabrication and testing specifications for field equipment.
•The EFF PE must show experience and maturity in leading the Project Team to accomplish all the Specific Work Responsibilities listed herein in a timely manner, and in working with all the groups and organizations listed above.
