The Company:
Subsidiary of major energy company, operating offshore gas fields and onshore gas processing terminals.

Heat Exchanger Replacement Project

The Role:
A Project Engineer with Mechanical / Piping background is required to manage and oversee on behalf of our client, the continuation of their Heat Exchanger replacement Project.

Reporting to Lead Mechanical / Piping Engineer - Immediate start required. December 2012.

Initially located at the Heysham Support Base, then during January 2013 relocating to Barrow-in-Furness for the Construction Phase.

Responsible for all coordination of Project delivery and management. Developing and detailing the Project Implementation Work pack and Project Plan. Ensuring Issue of a daily Implementation report and progress ‘S’ curve to Management. Conducting a daily site Construction meeting between all trades and Contractor representatives. NB: This Project will have a budget of circa £1.5 million, thus understanding, control and adherence of this budget is essential.

Impeccable Safety ethic and the ability to reinforce the same to the Project.
Reinforce regular Safety Audits, Risk Assessments, Method Statements and Tool box talks.
Ensure adherence to all Procedures and Practices.
Overseeing and building a relationships with an hierarchy of Sub Contractors and vendors managed by the main Contractor. Resolving conflicts of interest as they arise.
Oversee and liaise with the main contractor to manage the incumbent Site Term Contractors – Scaffolders, Painters, Insulators and Inspectors.
Managing all variations, signing and approving all timesheets, Non Productive hours etc. Accurate Document control.
Ability to liaise with Barrow Terminals Operations and Site Safety Departments at all levels.
Single point of contact and control for all Technical and Engineering Queries.
Knowledge of all aspects of Pipe work Fabrication, welding, welding procedures, QA and the complete suite of relevant NDT testing and QA documentation.
Knowledge of Site Permit Control and Safe Systems of work.
Ensure that all Contractors compile and submit Permit applications, Risk Assessments, Method Statements etc for all activities as specified in the detailed Project plan to Terminal Operations at least 3 days prior to work commencing in order to resolve issues and avoid delays. This may involve multiple applications for individual tasks ie Hot work, scaffolding, confined space entry etc.
Knowledge and control of Lifting Plans, Confined space entry procedures, Rescue Plans, working at heights etc. Have the competence to review and approve specific task procedures.
Assist and liaise with the main contractor to ensure all 3rd Party vendors are engaged in a timely manner, and also to ensure that any Plant and Equipment supplied through our client are supplied according to Planned schedules.

Essential Skills / Qualifications:
Considerable Project Engineering experience required on a top tier COMAH Site within the Oil or Gas Industry.
Construction experience essential as well as having held Project Engineering roles previously.
This role will require full flexibility and commitment during the construction phase where some activities will be on 24 hour cycles and considerable weekend working.
An immediate start is required in December 2012
