The Company:
Is a major oil and gas operator seeking 2 Project Engineers to work in Houston with potential travel to Dubai/Basra (1-2 times per yr). This will be a 18month contract.

The Role:
Project Engineer 1: Early Power Scope
•Provide power sufficient to meet initial WQI needs of 300 kbwd Water Injection and 600 kbod (50MW generation capacity) through mid-2014
•Disconnect from Iraqi National Power Grid and become self sufficient
•Expand power generation and distribution by an expected 10-20MW per Minimum Work Obligations by Nov 2013
•Transfer Generation from Diesel to Fuel Gas during Q4 2013 (TM2500 / Solar Titan 130 MPUs)
•Expand power distribution system to meet end user start-up dates for MOD, FOD Campus, IOT, DS6 Camp and Industrial Water

Project Engineer 2: Facilities Upgrade Scope
•Rehabilitate the existing production facilities to safely achieve stable, long term operation while minimizing capital investment and brownfield components.
•Facility Upgrades will be managed following the guidance roadmap and DRM for the ‘HIGH’ complexity program element template with a common set of deliverables for each sub-component.
•Scope components vary in levels of complexity, but will be managed as one cohesive program element.

•The Project Engineer (PE) is responsible for planning and executing the work related to an assigned scope, which is determined by the project’s work breakdown structure and geographic distribution.
•PEs are assigned to the project commencing with FEED and ITT Preparation and continuing through detailed engineering, construction, systems completion and start-up to project completion. PEs reside in the contractor’s office or Dubai/Basra to engage with the FOD organization depending on the phase of work.
•PEs are delegated Contract responsibility for their portion of the project scope. This includes monitoring progress, ensuring appropriate reviews are conducted, managing change and preparing all contract correspondence related to the assigned scope.
•PEs are responsible for engaging discipline engineers and expert resources from the Project Team and functions as required to complete their work scope consistent with the Project Objectives.
•When the scope of work at a Design or Construction Site exceeds the scope of a single Project Engineer, the client may appoint a Design or Construction Site Manager. In these cases the Project Engineer receives work guidance and mentoring from the Design or Construction Site Manager, who is responsible for coordinating and integrating the work efforts of the multiple Project Engineers.

•Participates in ITT development, bid evaluation, and contractor selection
•Participates in identification and sourcing long lead equipment, assuring FEED contractor support until equipment is assigned to the contractor
•Coordinates development of the client's deliverables
•Coordinates development of Functional Interaction Plan
•Coordinates project issues resolution process
•Coordinates change requests and endorses change authorization
•Responsible for the completion of the assigned work scope consistent with the Project Objectives
–Reviews contractor and vendor deliverables
–Verifies that contractor work processes are in place and procedures are followed
–Ensures contractor’s work follows accepted practices and conforms to Specifications
–Authorizes subcontracts and field changes within DOAG
–Identifies vulnerabilities and opportunities for improved performance
–Monitors contractor’s performance and identifies any required corrective actions
–Leads the Contractor to identify and take corrective actions when required
–Escalates performance issues to PM when Contractor action is not forthcoming
–Verifies actions are taken and desired results are achieved
•Engages Project Team and functional resources to verify that the design and construction is consistent with project specifications and standards
–Develops and administers an Engagement Plan that anticipates required Company reviews, resolves known uncertainties and allows for additional resources to address unanticipated upcertainties
–Administers Key Issues and Project Issues for assigned work scope
–Oversees Engineering, Procurement, and Construction Surveillance Plans
–Administers Third Party Verification Program
–Coordinates external reviews (DRRs, CRRs, IPRs) and administers follow-up action plan
–Coordinates spec deviations that require Functional SME reviews
•Serves as interface between Project Team and Contractor
–Coordinates meetings between Contractor and Project Team
–Administers and enforces Coordination Procedures
–Reviews and endorses MOCs for designated project component and ensures implementation of change
–Prepares correspondence to contractor and submits to PM for approval
•Ensures smooth transitions between project stages (engineering and procurement to construction to completion to startup)
–Develops interface plan and coordinates interfaces between components and stages and with other sites for specific area of responsibility
–Directs problem solving activities across project sites
–Coordinates external interfaces with other contractors
–Assists with transition planning (handover to operations)
•Leads PMT in applying Project Management Systems
–Coordinates and participates in development of the clients Gate deliverables
–Participates in development of monthly progress reports and provides work status to Project Manager
–Ensures Lessons Learned are effectively applied and captured

Essential Skills / Qualifications:
•BS degree in an engineering field
•5-10 years of experience through multiple function and project assignments in engineering, construction, and project management and controls activities, or comparable project-related experience in other functions/companies
•Broad range of experience and skills through multiple function and project assignments (Multi-discipline skill set)
•Broad knowledge of the client's design standards, specifications, and work processes
•Strong leadership, influencing, and interpersonal skills
•Strong organizational, coordination, planning, and interface skills
•Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities
•Excellent communication skills and ability to read, write, and speak fluent English
•Proficient in Microsoft Office suite of software programs, Lotus Notes, etc.
