The Company:
Our client is constructing an LNG liquefaction/export facility

The Role:
The Project Engineer reports directly to the Manager, Facility Projects and will be in charge of general Engineering, Procurement, Construction supervision and Operations support to the LNG facility for all Capital Projects for both the Home Office and Site. The Project Engineer will also responsible for schedule and budget for all projects under his direction.

Strong knowledge of the design, operation and maintenance of equipment and systems within an LNG Plant is required.
Understanding of all facets of LNG processing, storage and transportation, including health, safety, maintenance, operations, governmental regulations and associated codes and standards. In-depth knowledge of plant maintenance philosophies and design, operation and maintenance of equipment and systems within the LNG Plant. Knowledge of FERC, USCG, DOT and OSHA regulations. This position will be located in Louisiana.

Position has responsibility for the coordination of project technical activities, plans, cost controls and schedules for the projects assigned to him. Has direct oversight of contractor(s) engineering work and monitors work for compliance of applicable codes and specifications, accepted engineering practices and Company requirements.
Responsibilities include management of project general tasks and activities for engineering, procurement support and assistance, design, construction, project cost and schedule and handover to Operations for all projects assigned to him by the Facility Projects Manager.
•The Project Engineer supports the Facility Projects Manager in his role as the Company lead technical representative for management of subcontractors and Company's direct contractors for adherence to the project design and specification basis.
•Provide company engineering design input to the subcontractors for adherence to LNG codes and other relevant standards.
•Participate in a multi-discipline team of professionals that provide Company support, monitoring, reporting and project controls related to the project.
•Participate in the development of engineering specifications and provide support and quality assurance in the procurement of materials, equipment and services to ensure conformity with sound engineering practice and cost effectiveness.
•Supervision the construction quality and adherence to specifications within a safe work environment of all the contractors and subcontractors.
•Assure adherence to approved designs, project specifications, schedule and budget that comply with safety and environmental regulations/procedures and other statutory requirements for all projects assigned to him by the Facility Projects Manager.
•Keep the Facility Projects Manager informed of any technical, schedule or cost impacts to other project tasks & activities.
•Provide company controls for the safe work of contractors and subcontractors, adherence to approved designs, project specifications, schedule and budget that comply with safety and environmental regulations/procedures, other statutory requirements and company HSEE rules.
•For all projects, participate in the Management of Change process for all systems and existing plant modifications, review and provide input to changes through the change order process and verify that documents and drawings are up to date.
•Verify the thoroughness and accuracy of contractors work
Participate in the pre-qualification of contractors and sub-contractors before any request for bids and provide input in the monitoring of contractors and sub-contractors performance.

Essential Skills / Qualifications:
• A Bachelor’s Degree in Engineering is required. A Professional Engineering License in good standing with the state of Texas or Louisiana is preferred.

• Minimum of ten (5) years of LNG plant and/or natural gas process plant operations working experience within the oil and gas industry of which at least 2 years of experience in a similar position of responsibility and expertise in an operating LNG Liquefaction facility.
• Has a proven track record in trouble shooting and analysis of power generation and distribution system problems.

Skills/ Knowledge/ Abilities:
• Strong leadership and effective management and organizational skills.
• Exceptional written, verbal and interpersonal communication skills.
• Organized and able to manage multiple activities and programs timely and with a high degree of accuracy and meets work deadlines.
• Exceptional problem solving and analytical skills.
• Knowledge of Computer Aided Design (AutoCAD).
