The Company:
Our Client has extensive experience in deepwater Subsea, Umbilical, Riser and Flowline (SURF) and Life-of-Field projects. has They provide integrated services and we plan, design and manage the delivery of complex projects in harsh and challenging environments. Many of their activities fall within Engineering, Procurement, Installation and Commissioning (EPIC) project delivery, where our experience is based on a proven track record of successful delivery.

The Role:
The Project HSE Manager acts as a focal point for project HSE matters either individually or as part of a team. The jobholder will provide a support function to project management, ensuring sufficient HSE input throughout the duration of the project. The jobholder will promote and ensure compliance with regulatory HSE requirements, Client HSEQ Policies and procedures, and client HSE requirements. The Project HSE Manager provides HSE coaching and direction to the team of Project HSE Advisors. The Project HSE Manager reports functionally to the UK HSE Team Lead, and to the Project Manager when deployed to a project.

Main Duties & Responsibilities:
• Supervise, co-ordinate and monitor HSE performance on projects
• Coordination and optimisation of HSE resources assigned to project
• Ensure adequate HSE visibility throughout the life of the project
• Ensure that subcontractors' HSE standards are aligned to the Group/Project procedures and provide support for improvement.
• Liaise with Project Manager to ensure HSE attendance at key project meetings and maintaining HSE interface with client
• Coach, mentor and support the Project Management Team in all health, safety, security and environment matters.
• Ensure competence and training compliance reviews are conducted for project
• Development and maintenance of Project related HSE documentation including Project HSE Plans, HSE Training Plans, HIRA Reports and Project HSE Interfaces.
• Ensure that appropriate Project Emergency Response arrangements are in place, current and subject to regular tests.
• Liaise with Project Manager and Quality team to agree on HSE audit schedule and participate in HSE audits
• Chair and facilitate HIRA meetings to ensure Client processes are followed and that appropriate control measures are in place.
• Ensure Risk Management process is applied to all project activities
• Contribute to development and review of Project Risk register
• Liaise with Safety Engineering Group as required
• Provide project personnel with appropriate environmental advice and support, whilst liaising with Company Environmental specialists
• Awareness of project vessels significant environmental aspects and ensuring project hazardous substance assessments are in place
• Support the project with provision of chemical data for client submission of Petroleum Operation Notices
• Implement & monitor Client corporate KPI's as part of the project HSE plan
• Delivery of project related HSE Performance reports
• Managing Project Behavioural Based Engagement and Leadership programs.
• Ensure regular attendance at vessel mobilisations and de-mobilisations including observation of quayside/deck/subcontractor operations
• Liaise with Offshore Resources on Vessel Assurance as appropriate
• Support the Project Manager with reporting, investigation and de-briefs for HSE incidents relating to assigned Project ensuring they are appropriately reported, investigated, followed up and closed out in a timely manner.

Travel Requirements:
Occasional site visits to onshore and offshore locations within Europe with possibility of short term overnight stays.
Current Offshore Survival, and Medical Certificates are desirable.

Essential Skills / Qualifications:
General Education:
Secondary Education to Higher Grade or equivalent is essential

Specified Qualifications for position:
NEBOSH Diploma in Occupational Health and Safety or equivalent is essential.

Continuing Professional Development:
CPD portfolio is essential.

Technical (including IT):
Competent in the use of Microsoft Office applications and HSE tools is essential.
Conversant with PHA Pro 8, Synergi, Sypol, and TapRoot is desirable.

Interpersonal:
Ability to work closely with teams of people and to communicate effectively at all levels with a pleasant and articulate manner is essential.

Self Management:
Proven organisational skills with ability to prioritise workload and deliver work within project schedules is essential.

Experience:
Demonstrable experience in role of at least Senior HSE Advisor in Oil and Gas industry is essential.
Experience within the Diving sector/Operations is essential.

Knowledge:
Demonstrable evidence of understanding of appr

Desirable Skills / Qualifications:
Degree qualified in Health and Safety, or Environmental Subjects is desirable.
Evidence of specific Health, Safety and Environmental training is desirable.
Chartered member of IOSH or other professional body is desirable.
Enhanced computer skills are desirable.
Conversant with PHA Pro 8, Synergi, Sypol, and TapRoot is desirable.
Experience within the subsea sector is desirable.
Leadership/management experience is desirable.
Demonstrable evidence of understanding of subsea related legislation and guidance is desirable.
