The Role:
“Only candidates who already have the rights to work in Azerbaijan will be considered for this role”.

Work Location: Baku / Base Office

• Capability to analyse HSE client requirements and to plan the need actions;
• Capability to identify training needs and to organize training programs;
• Knowledge of investigation techniques and of data analysis and reporting of HSE events;
• Knowledge of audit techniques and capability to conduct HSE / safety / environmental inspections in order to supervise the implementation of specific procedures on site;
• Knowledge of typical potential HSE emergency situations and related mitigation actions;
• Capability to organize and evaluate emergency drills;
• Knowledge of local HSE legislation and main technical rules with focus especially on safety issues;
• Knowledge of main important international standards on HSE management system (e.g. ISO
• 14001 OHSAS 18001). Knowledge of company management system Initiatives on new HSE
Objectives;
• Capability to define team members overall roles and responsibilities and enhance individual skills ensuring the best performance of the team in order to achieve the objectives;
• Capability to develop HSE plans and perform relevant economic evaluation of HSE plans / HSE services / HSE activities;
• Knowledge of techniques and methodologies for HSE assessment at macro phase level heavy
lifting risk assessment, diving r.a., civil works r.a.);
• Capability to handle subcontracted work packages defining the scope of work, the milestones and documentation deliverables. Capability to control the quality, the costs and the timing of the subcontracted activities;
• Knowledge of sustainability programs / initiatives. Capability to manage different relationship with external stakeholders (clients, local community, contractors);
• To organize systemically different action phases targeted at a sole output, to monitor trends and implement corrective measures;
• To focus on the objective, maintain a clear vision and implement actions and decisions to reach the target within the planned time frame and budget, overcoming difficulties and coping with complexities;
• To put forward alternative choices and make a clear decision even in the presence of scenarios that have not yet been completely defined, analysing the various alternatives and taking on responsibility for risks;
• To build and develop relations, both inside and outside the organization, that will be useful for achieving business goals.

• Ensure correct development, management and improvement of Project HSE Management System throughout the engineering and development phases (EPIC) of the project;
• Plan and coordinate the activities of all HSE personnel working both in design and on sites;
• Define criteria and references for developing project HSE plans and for undertaking specific studies and global analysis evaluating plant/platform performance in normal operating and upset conditions;
• Ensure that all design and construction activities carried out by company are conducted in strict accordance with the Client;
• HSE Requirements, Company HSE Standards, applicable local legislation, International Standards (ISO14001and OSHAS18001);
• Staff and manage HSE design and site personnel;
• Ensure Project HSE plans and Procedures are developed and implemented throughout the entire project life;
• Define HSE strategies for the entire project and review the design studied from HSE point of view;
• Conduct pre construction survey, identify safety criticalities and environmental sensitive areas and design mitigation measures;
• Assist the Project engineering and management teams in the Risk Management process (i.e. HAZOP, HAZID, Hazard and Effect Management Process, Risk Assessment, etc);
• Take part in accident / incident investigation;
• Assist construction teams in HSE Risk Management and Occupational Safety Risk Assessment;
• Identify properly potential emergency scenario and develop emergency preparedness and response plans;
• Plan and conduct HSE audit to projects sites and contractors;
• Ensure an adequate HSE performance monitoring, analysis and reporting toward Corporate/Company organisations;
• Ensure Project HSE needs identification and development of Project HSE Training Programs;
• Promote periodical Project HSE Review and ensure proper Project HSE Close out report;
• Ensure Health Management System implementation and MEDEVAC set up;
• Perform Significant Environmental Aspects identification and Management plans.

Essential Skills / Qualifications:
Education: Higher education
Work Experience: Must have at least 5 years’ experience in a similar role in oil & gas industry
Certificate: Valid professional certification
Knowledge of Languages:English (fluent), Azerbaijani (fluent)
