The Role:
Health, Safety, Security & Environment
Provide the PMT Project Manager with clear HSSE and quality plans and direction, accurate assessment of performance, and effective recommendations for improvement
Provide with overall assurance regarding HSSE and QA/QC within the PMT consistent with expectations and key processes of OMF
Ensure that delivery within the PMT of key HSSE services such as HSSE Plan or Management System Development, Design Reviews, Major Accident Hazard Management, Environmental Management, Regulatory Assurance, HSSE Communications, and Emergency Preparedness – are fit for purpose and are delivered effectively, efficiently and consistently
Ensure that delivery within the PMT of key components of a quality management system – organization, processes, plans, procedures, schedules, qualifications of personnel – are fit for purpose and are delivered effectively, efficiently and consistently
Mentor the project HSSE team in support of shaping HSSE excellence throughout the Project, ensuring delivery of the Project’s performance contract including work planning, budget management and HSSE and quality resource management
Coach and advise the line personnel to improve their delivery of HSSE accountabilities, including regular face-to-face time with construction and fabrication sites
To develop an HSSE management system for the PMT aligned with existing Policy and Operations Management Framework (OMF) To develop a quality management system for the PMT in conformance to ISO 9001
To assist the Project Manager in the development and execution of the Project Health, Safety, Security and Environmental Plan which defines how the Project will meet all expectations of Operation Management Framework (OMF)
To advise the PMT and contractors in the development of adequate procedures, working practices, manuals and other control measures in quality-related project activities
To ensure HSSE and QA related input is integrated into tender documents, assessment of contractor submissions and conformance to contract requirements
To support the Contractor Health, Safety, Security and Environmental Management System (CSMS) and ensure that the HSSE management systems of Contractors are compliant and aligned with those of the PMT
To assist those members of the Project who have been allocated specific tasks within the HSSE Plan with the satisfactory completion of such activities
To support the PMT in demonstrating compliance with the HSSE Plan and OMF and other HSSE requirements identified by Pearl Oil Thailand, partners, regulatory agencies and other stakeholders
To ensure the adequacy of HSSE studies and reviews such as HAZID, HAZOPS, Safety Reviews, Risk Assessments, PHSSER, Green House Gas reduction, JSA, QRA, etc.
To support development and maintenance of an Action Tracking System to ensure that all resultant recommendations and identified outstanding health, safety and environmental matters are tracked until resolved and progressed through the project management systems, and included in QA and Safety systems
To ensure that ‘lessons learned’ from other projects, particularly Pearl Energy –Mubadala project worldwide, are captured and properly considered by the PMT

Essential Skills / Qualifications:
Knowledge
Ability to work in all phases of the Project with selecting and overseeing EPC contractors on major projects to develop and implement a culture aimed at best-in-class HSE and quality performance. This position requires excellent written and verbal communication skills and the ability to communicate effectively at all levels of various organizations.

Experience
Minimum 15 years in major hazard industry, Offshore, onshore construction project and with minimum 5 years at managerial level.

Skills
Support development of a world class HSSE culture in the PMT organization and its contractors. Promote and achieve a ‘best in class’ HSSE performance. Work effectively in a multicultural organization.
