The Company:
Our Client is a Leading Global Operator in the Oil and Gas Industry. This role supports our client's projects in Iraq and is based in Iraq Ideally the candidate should live somewhere in the Middle East region that they can work weekly, as the IT team need consistency with this position. They candidate can work 5 days in and 2 days off or 10 days in and 4 days off.

The Role:
Synopsis

- The PMO has responsibility in respect of services and support to projects being run in the Iraqi region to include deploying solutions across project.
Services cover PMO, Project Delivery Methods, Performance Management, Project Assurance and Knowledge Management. Support and assist projects through Initiation, Planning, Execution and Control, and Close Out.

- The PMO must show relevant previous experience as the role involves providing guidance and expert advice to Project Managers on addressing issues and
adhering to best practice (ideally PMP) and standards.

- The PMO will be required to assist multiple Project Managers who are assigned to large projects and programmes.


Key Accountabilities:

Effectively run the PMO service for the region ensuring projects are well supported, that large projects and programmes have Project Managers assigned and that this arrangement is working well.

On boarding of local Project Managers ensuring they fully understand the Project Delivery Method and associated templates and standards.

Conduct compliance reviews on the agreed quota per month of the region's projects and work with Project Managers to sustain a high level of compliance.

Review project monthly reporting and key performance indicators and ensure these have accuracy and alignment with assessment guidance in this area. As required support Project Managers to address issues impacting delivery.

Participate in project reviews and deep dives to identify and resolve issues impact delivery performance.

Conduct relevant reviews for all the projects approaching end of gate/stage ensuring they have completed the current stage as planned and that next stage plan, budget and approach to managing risk are appropriate for the scope and deliverables involved. Previous experience of CVP/PCP/PDM process would be welcome but not essential. Other relevant experience of project management methodologies would also be welcome.

Maintain project baseline data and assist Project Managers where there is a need to re-baseline their projects.

As required carry out project Health Checks to provide the leadership team and other key stakeholders with assurance on project status.

Ensure that projects are exploiting previous lessons learned and that equally they are capturing and sharing their own lessons at appropriate stages in the project.

Bring forward proposals to improve project methods and best practice templates with a view to addressing common root causes impacting project delivery.

Essential Skills / Qualifications:
Extensive experience in delivery of IT Projects
• Good knowledge of CVP or alternate stage gate decision process and understanding of underlying project methodologies
• Experience of working in a large global organization
• Experience of implementing, leading or working within a PMO
• Skilled in the use of MS Project
• Experience of working with technical and non-technical teams across a broad range of IT disciplines
• Skilled in the use of MS Office suite and collaboration tools e.g. SharePoint, LiveMeeting
• Excellent communication, analytical and documentation skills.

Experience within the Oil and Gas industry
Ability to work with project managers with a range of experience
