Our client, a major international oil and gas operator, seeks a Project Manager III to join their team in Alaska!

The Role:
Responsibilities
Strategy & Planning
*Support and deploy global Supply Base strategy within business unit in line with Logistics priorities
*Drives value through effective prioritization and Functional planning (8Q, 12 week, 6 week and 2week plan), and through subsequent compliance with gate readiness criteria
*Owns OPEX and CAPEX budget for Supply Base operations and delivery within it

Role Intent
*Ensure the safe, reliable, compliant, and efficient operation of the Supply Base
*Drives and embeds a continuous improvement culture through the framework of OMS
*Builds and maintains Supply Base competence and capacity in the region
*Coaches local Supply Base team members in all aspects of managing Supply Base operations
*Participate in internal and external forums or venues to enhance Supply Base safety within client and the industry


People Management
*Supports capability training and talent development in Supply Base
*Build and maintain succession plans for Supply Base organization
*Manages employee performance through annual objectives and reviews

Standards, Policies, Processes
*Sets objectives and implements standards set for Supply Base team.
*Drives understanding of and compliance to the MoC, CoW , Energy Isolation, Process Safety *Management (if applicable), 32-30 inspection, and Lifting standards in all executed work
*Contributes toward group content within OMS and drives application of standardized Supply Base practices and procedures in business unit
*Ensures compliance with international and local procedures and regulations

Performance Management
*Support timely reporting and analysis of standardized Supply Base performance indicators and recommends performance improvement steps to achieve safe, reliable and compliant operations.
*Manages Supply Base contractors to ensure delivery is aligned with client requirements and procedures

Safety & Operational Risk
*Owns Supply Base element of Logistics risk register
*Drives Supply Base risk identification and management
*Provide resources and expertise to undertake accident and incident investigation services with a focus on establishing root cause and applying preventative strategies for Supply Base

Execution
*Ensures safe, compliant, reliable and efficient service to customers
*Manage the daily safe and reliable operations, ensuring adherence to relevant policies and processes
*Manage interfaces with key stakeholders
*Support accident investigation, follow-up and safety auditing

Fuels & Fuel Distribution
*Manage the O & M, MR, and CapEx budgets for Fuels & Distribution
*Responsible for implementing departmental strategies and achieving objectives including all HSE and Risk Management, People, Productivity, Cost Objectives, and Integrity Management as outline in OMS and L & I expectations
*Responsible for all fuel infrastructure including bulk storage tanks, associated piping, loading racks, fuel stations, mobile fuel trucks, and bulk cargo tanks. Assure equipment is built, maintained, and operated in accordance with all federal, state and local codes and regulations, and client specifications and practices
*Manage distribution contractor with 30 delivery drivers utilizing 16 fuel trucks and tankers to deliver approx. 13.5 million gallons of fuel annually to the GPB unit
*Manage terminal & fuel Island contractor for receiving and issuing of approx.12 million gallons of fuels annually
*Responsible for collection of field distribution data/cost centers and supply reports to client Accounting, supply chain, and others for accurate fuel charging to the multiple business users
*Analyze all fuel transfers to ensure that all fuel issued to distribution contractors from client inventory is accounted for in daily records
*Provide all EPA recordkeeping reports; perform tank inventory verification and daily and monthly tank reconciliation and tank farm & island inspection with CTM
*Manage fuel data and fuel technology systems including FleetFocus, FLeetConnect, Petrovend, and bulk fuel databases
*Analyze historical monthly consumption reports and prepare monthly supply nominations for PSCM fuel purchases

Central Dispatch Operations
*Execute Safe, Reliable, Efficient Operations
*Budget management for Central Dispatch Operations
*Execute Strategy for Reduction of Field Wide 3rd Party Rental Expense
*Manage all Area Authority to client expectations in identified Areas of Responsibility
*Delivery of OMS Implementation Plan
*Continuous Improvement Generation and Execution
*Contract Management through PSCM Strategy
*Management ad hoc equipment and equipment services rentals
*Management of Central Operated Pool work assignments
*Management of Non-Mobile Fleet delivery and tracking.
*Oversite of invoicing and billing of ad hoc equipment and equipment service.

West Dock Coordinator
*The West Dock Coordinator is responsible for oversight and coordination of all non-process activities on the West Dock causeway and West Dock Staging Area with the overall focus on minimizing potential for impacting GPB production operations.
*The West Dock Coordinator shall be responsible for maintaining the West Dock Area Control of Work Plan and ensuring that it is implemented including establishing and maintaining site access control during the summer operating season and local permitting functions.
*The West Dock Coordinator shall act as a liaison between client and the West Dock Area User Groups in regard to on site, day-to-day activities and shall track costs incurred as a result of additional 3rd party usage of the West Dock Area facilities.
*The West Dock Coordinator will conduct coordination meetings in the Spring (pre-operating season) and Fall (post operating season) to ensure communications between users on issues that can impact each other.
*The West Dock Coordinator shall be responsible for ensuring that Coast Guard and OSHA regulations are being followed by users and that the West Dock Area facilities and work sites are properly maintained throughout the maritime season.
