Our client is a leading global oil and gas operating company.

The Role:
Emergency Operations Plan Project Manager

The West Area North Slope Operations Team consist of three major hydrocarbon processing facilities Gathering Centers 1, 2, & 3. These facilities consist of both operations and maintenance technicians. In addition there are several Central Shop Maintenance teams that support the facility Operations as well. This part of the Company organization is represented by United Steel Workers (USW) union. This contract is renegotiated on a three year cycle with the next contract due date of February 1, 2015. As part of preparing for a potential labor stoppage Company management team has developed an Emergency Operations Plan in order to maintain business continuity until negotiation delays can be resolved. The EOP staff planning team consist of the following people:
• Vice President of Operations
• Area Operations Manager West
• Operations Support Manager
• Labor Relations HR Manager
• Labor and Employment Senior Council
• Operation Discipline Capability Manager

The roles and responsibilities of the team members are tailored to meet the specific demands that would ensure operation readiness if a work stoppage were to incur.

Emergency Operations Plan Project Manager
The Project Manager for the Emergency Operations Plan (EOP) provides operational expertise, establishes and maintains interfaces with North Slope-based personnel, facilitates communication between the North Slope Operations Leadership teams. The EOP Project Manager will report directly to the Operations Support Manager in the Company Anchorage Office.
The EOP Project Manager will work with the staff planning team to help develop a Terms of Reference and scope for the 2015 contract negotiations. This project will use the Capitol Value Process with stage gate approvals to ensure readiness. This position will help develop a detailed schedule with key milestone deliverables.
The EOP Manager will develop manning and OPEX estimates for the project and incorporates Operations input in the development of the business cases necessary to evaluate project feasibility.
The EOP Project Manager advises the Project Team on any implications created for each project option being evaluated.
The EOP Project Manager coordinates Operations input to the Appraise and Select DSPs, and also provides support for the Project Team during the review and approval process.
The EOP Project Manager must meet regularly with the OSMs, MTLs, OTLs, Field O&M TLs, etc... to ensure project scope and status awareness. He/she coordinates Operations’ input and participates in all status meetings during the course of the project. North Slope travel may be required but it is expected that the majority of the work can be done from the Anchorage office..

Essential Skills / Qualifications:
• Excellent written and verbal communication skills.
• 10+ years experience working in an industrial/manufacturing environment.
• 5+ years verifiable experience in project development/management.
• Proficient in Microsoft Word and MS Office software.
• Proficient in all aspects of reading and interpreting Piping and Instrumentation Drawings (P&IDs).
• Self-directed individual requiring minimal supervision.
• Develops collaborative relationships and contributes to team success.
• Actively participates as a member of a team to move toward goal completion.
• Ability to work under time constraints while meeting timelines and deadlines.
• Good interpersonal skills for interaction with client base.

• High School Diploma or equivalent required.
• Post-secondary education in a technical discipline preferred

Desirable Skills / Qualifications:
• Proficiency in MS Visio, Outlook, Excel, and PowerPoint preferred.
• Experience in heavy industry, preferably operations/management of Oil, Gas, or Chemical processes.
• Project/Mechanical/Electrical Engineering background/skills desirable.
