The Company:
Our Client’s engineering division, has been a leader in the design of drilling facilities for offshore platforms worldwide for over 30 years. The company’s 700-strong workforce provides a range of engineering services from pre-project and Front End Engineering Design (FEED) through detail design, construction support, hook-up and commissioning.

The Role:
Reporting to the Engineering Manager, the Project Engineering Manager will be responsible for the engineering function within the Company Project and shall:

•Ensure that the technical solution will meet the requirements of the Client’s SOR and Scope of Work.
•Ensure that the technical solution is in accordance with all the relevant current codes, standards, regulations and legislative requirements.
•Ensure that the project discipline personnel are kept up to date with industry best practise and lessons learned from other company projects.

Area(s) of Responsibility:

Manage all Engineering and Design Office personnel in the Process, Mechanical, Structural, Electrical, Instrument, Piping and Safety disciplines within the Client Project Team.
The Project Engineering Manager shall be responsible for the completeness of the work and ensure the work is in full accordance with the Client’s requirements and expectations.
The Project Engineering Manager shall be responsible for the quality of the engineering, design and technical co-ordination of projects.
The Engineering Manager shares responsibility with the entire project team to ensure that all project objectives are met, including safety and non-technical objectives.

Supervises:
Project Technical Disciplines

Key Tasks

(a) Responsible for the Engineering Function Organisation and Administration within the Project Team.
(b) Implement the contract Scope of Work.
(c) Coordinate the work of all engineering and design disciplines.
(d) Provide support to the Project Manager on all technical aspects of the project.
(e) Be the point of contact for all technical discussions with client, classification authorities, design institutes, sub-contractors, vendors, rig operators.
(f) Set up and maintain efficient communication routes with all interested parties for all technical discussions.
(g) Identify the requirements for the Project assignment of Engineering and Design personnel.
(h) Develop and implement appropriate reporting structures between all interested parties and ensure that agreed reporting structure is maintained.
(i) Identify and manage technical change thus preventing implementation of any unauthorised scope change.
(j) Ensure the communication of best practice and experience from previous projects is provided to the Project Team.


Primary Responsibilities:
Safety

(a) Familiarise themselves with the Group Safety Policy and take all reasonable care to ensure the health and safety of themselves and persons likely to be affected by their actions or omissions as required under the Health & Safety at Work Act 1974.
(b) Ensure that work is carried out effectively and without risk exposure of company or client.
(c) Actively mandate to all concerned parties the use of companie’s general technical safety policies, and those specific to the project.
(d) Ensure that HSEQ standards are maintained at the project office location.

Financial
(a) Manage project execution within agreed cost constraints and report on project-specific targets.
(b) Actively search for ways to provide technical solutions that enhance the project and operational returns.

Business Development
(a) Ad-hoc engagement with external parties to promote companies’s capabilities.
(b) Seek and exploit opportunities to demonstrate the company project team’s strengths.

Departmental Development
(a) Produce a portfolio of any project execution guidelines, ways of working and other useful documents developed on this project that may have an application to future major projects.
(b) Present these to the relevant responsible parties at the appropriate times.
(c) Lead the “lessons learned” technical review at the end of the project.

Systems and Processes
(a) Ensure that all work is carried out in accordance with the Group Management System Procedures.
(b) Where required as Action Party, close out actions in a timely manner.

People
(a) Assist the project manager in leading, directing and motivating the project team to deliver a superior performance.
(b) Provide dynamic leadership and motivation of the project team.
(c) Input into performance appraisals for company Engineering and Design staff.

Quality
(a) Ensure compliance to all relevant Group management systems and where applicable company procedures.
