The Role:
Manage the entire project to ensure budget, programme, quality and scope targets are met.
Review all survey and investigation reports undertaken to date to identify and fill any information gaps required to prepare a final project plan.
In liaison with the Project Team prepare the project plan, scope, programme and indicative costs to present for approval.
Prepare the scope and service requirements necessary to appoint the required professional services, e.g. Architect/Design, Quantity Surveyor, Site Supervisor, Structural Engineers, Airfield Pavement Engineers, Building Services, CDM-C Services, etc. It is envisaged that the majority of these services can be called-off from existing HIAL Term Contracts.
Manage the appointment of relevant professional services for this specific project.
Management of the professional services personnel appointed to this project.
Manage the preparation of detailed design and works specification for approval by the Project Team.
Manage the approval of design specifications and works method statements in order to meet relevant building control standards, environmental standards, statutory consents, British Standards and all requirements of the airport operational regulatory authorities (Civil Aviation Authority, Department of Transport, etc.).
Manage the preparation of relevant specifications by professional services, for inclusion in tender documents.
Prepare tender documents for the construction and refurbishment works, in close liaison with the Project Team and relevant professional services.
Procure in liaison with the Project Team and in accordance with HIAL Procurement Policy and public sector procurement legislation, the construction and refurbishment works.
Undertake the role of Project Manager for the construction works in accordance with NEC3 Engineering and Construction Contract terms to ensure delivery of design and construction requirements.
Be responsible to the Airport Manager to ensure existing facilities remain operational throughout the project with minimum disruption to passengers and aircraft operators.
Manage regular Project Team meetings and any other meetings between the various stakeholders.
Communicate regularly with internal and external stakeholders, including the local community.
Maintain a comprehensive record of all transactions and discussions to ensure a robust audit trail.
Report, in writing and in person, to the Project Team on a regular basis on the progress of the project in respect of cash flow, programme and contractual matters.
Interpret and explain the plans and contract terms to all stakeholders as requested.
Presentation of plans to current and potential HIAL customers, as required.

Essential Skills / Qualifications:
Significant relevant experience and proven track record of managing the delivery of large scale/complex projects within timescale and budget.
Project Management of construction works within an NEC3 Engineering and Construction Contract environment.
Risk management.
Team management and leadership.
Thorough understanding of NEC3 contractual documents relevant to this project.
Working knowledge of programming and cash flow projection software.
Professional qualification in Project Management.
Problem solving
Time management
Ability to influence and negotiate
Results orientated
Team leadership and management
Excellent verbal and written communication skills, including strong presentational skills
Numeracy
Computer literate, particularly in project management software and tools.
