For all products delivered by the client into the SMETS2 UK market there is a set of compliance criteria defined under the baseline SMETS2 requirements specifications (SMETS, GBCS, DLMS, ZCL) and the Industry 'Smart Energy Code' (SEC) by the SEC Panel authority.
The main compliance components that will be delivered by this role are;
CPA (Consumer Product Assurance) Scheme
o DLMS Compliance
o Zigbee Compliance
o Assessment of Security & Communications Implementation
o Security penetration testing
o Approval under the CPA scheme by CESG (GCHQ) via the 3rd party
CPA Build Standard Assessment
o Operational assessment of the organisation to the scope defined by the CPA process
o Creation and maintenance of process documentation aligned to the development team and wider aspects of the organisation relevant to the design, validation, supply and maintenance of any SMETS2 product deployed within the DCC infrastructure
Maintenance of device compliance status, for devices already registered under the CPA process, through the CPA maintenance plan
Maintenance of the organisational Build Standard status
SMDA (Interoperability Testing Scheme)
o Process and scope still under definition within the Industry (DCC)
o Submission of product details onto the Industry Register to confirm product compliance for use on the DCC infrastructure
This role supports core project teams during the delivery of SMETS2 products through the development process into the Industry compliance schemes listed above.
Responsible for managing the engagement between the technical development team and selected 3rd party utilised to assure the compliance criteria defined under SMETS2 and the SEC. This responsibility includes;
Identifying the relevant requirements and agreeing the preferred method to demonstrate compliance with the 3rd party assessor
Building an agreed Assurance Plan with the 3rd party assessor in agreement with the Clients project technical authority
Managing the exchange of documented information and/or review sessions between the technical team and assessors
Manage and progress the product testing process carried out by the assessor
Capture and manage, to satisfactory resolution, any issues identified throughout the assessment and testing phase
Progress assurance process to completion and registration on the Industry register (CPL)
Align CPA assurance details with customer supply/manufacturing documentation through the applicable internal departments
General CPA delivery process;
The main responsibilities defined above arch over the following activities that are necessary to complete a CPA registration of any SMETS2 device to be deployed in the DCC infrastructure.
Analysis of intended Security Characteristics (SCs) defined by CPA;
Implementation of crypto function required to support SMETS2
Implementation of communications protocols to support SMETS2
Identification of all security boundaries
Identification of, use and storage of, sensitive data
Development and wider operation against the CPA process scope
Brief assessors on the functions and technology used in the meter, including the drafting of presentations, technical white papers and demonstrations as necessary to enable a complete evaluation of the suitability of the implementation against the CPA define SCs mitigations.
Creation of CPA evidence pack for each smart meter, submission to auditors, answer queries and close action items. Organise and maintain database of product CPA evidence packs for production at short notice and re-certification.
Organise the test plans, area, software and equipment for on-site demonstrations and test suite audits. Drive creation of new test plans and software as necessary for the audit. Prepare engineering team for audit review ensuring team understands and adheres to all processes, work methods and good practices identified as necessary for CPA.
Coordinate the activities of all departments providing evidence to the CPA submission pack
Regular communications with Auditors during the pre-audit consultancy phase, and provide regular updates to stake holders.
Gap analysis of the clients processes used in the creation and in life support of each meter, supporting with relevant process owners the creation and implementation of new process requirements identified. Work with central the clients committees to ensure all new processes created for CPA are accepted across all UK sites and drive for a universal set of CPA compliant processes across all delivery and operational groups as part of the overall process review and harmonisation activities.

Has worked as an R&D engineer throughout the entire lifecycle in the relevant field of activity.
