The Company:
Our client, a major Oil & Gas owner/operator, is looking for a Project Manager to join their team in Calgary.

The Role:
Primary Focus

• The Project Manager-Major Projects- role is to provide leadership that ensures the successful planning, resourcing, execution, quality, monitoring, control and closure of the overall scope of work for a Major Project in accordance with the Project Execution Plan. The Project Manager-Major Projects will constantly consider the health and safety of all involved as well as the environment along with quality engineering, reporting, construction and fabrication.

Specific Accountabilities

• Provides overall management oversight and is fully accountable for the execution planning, engineering, design, overall project safety, quality, engineering, construction, control, internal and external finance reporting, documenting, turnover, commissioning and start up processes for capital projects having significant financial impact on the client's long term business growth strategy. Typically TIC from $200 Million to $1.00 Billion
• Providing business and technical direction in the design and adaptation of the capital program to business and operational realities within Major Projects. Ensuring alignment between philosophies, goals and outcomes, e.g., all aspects of project management at the highest level or quality to ensure minimum changes and cost containment
• Attracting, retaining, leading, motivating and mentoring project leadership team members to ensure the project is appropriately staffed with a highly skilled, professional team of subject matter experts.
• Ensuring the roles and responsibilities for all project team members are documented and effectively communicated to allow for accountable, efficient and effective job execution and performance.
• Providing transparent, timely and accurate critical project related information to Major Projects Director, Department Chief, project partners and Internal company Clients to allow for appropriate decision making.
• Ensuring the project possess, applies, controls and audits all business, finance and IT tools, processes, workflows, guidelines, procedures, templates required to effectively and efficiently execute, report and control the state of the business. The business systems must be applied to ensure early identification of deviations from cost and schedule.
• Ensuring organizational objectives are translated and prioritized into the project’s activities and ensuring integration with the work of other internal and external stakeholders
• Overseeing, through subordinates, a technical team(s) responsible for developing recommendations that provide the basis for making critical business decisions
• Representing the client externally, e.g., at regulatory hearings and making commitments on project execution matters
• Applying extensive business and/or project experience to identify and drive improvements to the conceptual design of assigned projects, developing innovative and creative capital project solutions, providing options that permit customer flexibility and choice

• Overseeing the resourcing, managing and optimization of qualified internal and external resources in the areas of engineering, construction, supply chain management, risk assessment, operations, etc. for stage gate developed project charter, execution plan, design basis memorandum, schedules, capital cost estimates, risk mitigation strategies and supporting information related to assigned projects. External engineering contractors may have between 50 and 400 FTE; while site construction may number between 300 and 2000 FTE.
• Ensuring the project quality program includes both quality and performance evaluation of all assigned internal resources, consultants, and contractors as required to ensure the quality, safety, cost effectiveness, and timeliness of work associated with their assigned responsibilities, e.g., ensuring adherence to the client’s safety culture by all workers, contractors, suppliers, etc.


• Regularly review the staffing plan, de-staffing plan with functional group leaders
• Resolve issues arising from disputes or sub-standard performance.
• Provides support and assistance to peers and executives in order to facilitate business initiatives, legal and regulatory compliance
• Oversees the implementation of lessons learned and ensuring continuous improvement of the client’s project management, engineering, project controls, construction, and supply chain management systems and processes
• Reviews cost and progress reports, dashboards, metrics, KPIs etc and ensures strict control to the budget and schedule while ensuring timely and transparent estimate at completion forecasts.
• Manages cost and schedule risk avoidance and mitigation strategies to ensure they are being implemented and evaluated in a timely fashion.
• Approves and/or delegates the approval of all trends and change orders.
• Reviews and approves risk mitigations identified through process hazard assessments and HAZOP.
• Contributes reviews and in many cases approves documents, procedures, templates, contract schedules, etc used to execute the project at the project management level.
• Participates in contract and procurement strategy definition, claims, and close out.
• Keep abreast of industry developments that may influence positively or negatively the project execution plan, cost and schedule.

• Verbal and written communication typically consists of the coaching, mentoring, motivating and ensuring organizational objectives are translated into the team’s activities
• Required to communicate technical issues to technical and non-technical staff
• Represents the client to the project’s external stakeholders and makes commitments on its behalf, e.g., industry, partners, regulators, local and provincial authorities, etc.
Working Conditions
• Office environment
• Stress levels can be above normal as project work is deadline oriented, highly visible and numerous activities are conducted concurrently
• Frequent overnight business trips to the field may be required, usually requires Personal Protective Equipment (PPE)

Desirable Skills / Qualifications:
Knowledge, Skills & Abilities
• P.Eng designation or equivalent with a minimum of 15 years of progressively responsible experience that includes a minimum of 10 years project management experience of mega projects over $300 million
• Extensive demonstrated experience in a project leadership position managing large, complex projects and business processes involving internal and external stakeholders in greenfield pipeline operations
• Aptitude and communications skills related to leading and acting independently as a senior managerial role.
• Proven interpersonal, communication, negotiation and leadership skills
• Demonstrated ability to be innovative, initiate, lead and manage change
