The Role:
SUMMARY
Client requires an experienced Project Manager with project value experience $200m to $600m TIC range.
Manages large and/or complex and/or high-priority projects that require considerable organizational resources and high levels of functional integration. Applies extensive and comprehensive knowledge of the organization’s work processes, business practices and the roles and functions of assigned project team members to plan, organize, direct and control all activities on assigned project(s). Works closely and effectively with customers, vendors, and subcontractors. Ensures adherence to quality and/or safety standards. Is responsible for meeting or exceeding as-sold financial objectives, timely delivery and achieving a high degree of customer satisfaction. Performs work and makes most project related decisions independently. Displays sound judgment concerning the need to consult with management and other experts concerning unusual problems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Accepts assignments as directed by Director, Project Operations re. scope, schedule and budget guidelines and assumes overall responsibility for the phases(s) of the work assigned.
• Prior to commencement of the work, meets with the Proposal Manager for the “handover” of documentation generated by the organization and the client during the presentation of the proposal.
• Organizes the internal kick-off meeting with key team members.
• Develops and plans the general execution of the project and establishes project policies. Responsible for the preparation of the project execution plan. Supervises and directs project related activities of the project team members within scope, schedule and cost guidelines. Promotes cost & schedule awareness among team members.
• Advises project team members of the scope and any special requirements of the project, and assures that information required from the client is made available to the project team members. Ensures that the requirements of any confidentiality agreements are strictly observed and that the client and licensor data is kept confidential, as required.
• Administers project changes and negotiates them with the client, where applicable. Assures preparation of all budgets and schedules for the project and approves the same and obtains approval of the necessary department managers or chiefs through the assigned lead project team members and advises these personnel of budget and schedule requirements
• Ensures that the project risk management plan developed during the proposal phase is incorporated into the execution plan. Performs periodic review and updating of the risk management plan throughout the project.
• Becomes familiar with, applies and requires application by the project team of applicable procedures, methods and practices developed by the various departments consistent with project execution requirements.
• Functions as the organization’s primary contact with the client in matters pertaining to project execution and keeps the senior management advised of client concerns and relations.
• Emphasizes, applies, and requires application of “team concept” principles in project execution. Encourages direct communication between project team members while requiring formal procedures to be followed, as required. In general, provides the leadership and management skills to motivate the project team through personal interest and enthusiasm to achieve the planned objectives.
• Monitors performance of the project team against the established scope, schedules and budgets. Reports significant actual or anticipated delays, non-standard performance or unusual problems to the Director, Asian Service as well as the involved project team members and their respective department manager(s). Initiates and monitors corrective action on these issues.
• Advises the administration, legal, insurance, tax, and accounting departments of the project requirements.
• Performs or requires the preparation and issuance of specific documents required for the proper execution of the project such as: coordination procedure, budget(s), schedule(s), manpower loading plan, procurement & expediting plan, shop inspection plan, construction execution plan.
• Approves monthly progress reports, critically reviewing input from others.
• Manages cash flow on assigned project (s). Establishes the basic billing practice and assures that invoices are issued to the client on time. Expedites and tracks receipt of payments. Approves all vendor/subcontractor invoices for payment.
• Participates in the preparation and review of cost forecasts and other project control reviews with the appropriate project team members.
• Reviews and approves bid tabulations prior to purchase order award.
• Makes periodic visits to review construction progress. Becomes fully responsible for construction execution when it is part of the organization’s contract and is prepared to become resident at the jobsite when conditions so warrant.
• Refers any differences in technical judgment between the Project Manager and project team members to the Director, Asian Service, the involved departments’ manager(s) as required.
• Coordinates with construction management and the client to assure a smooth turnover and acceptance of the completed facility.
• Assures that lessons learned from previous projects are communicated in a timely fashion for implementation on the project and assures the capturing of lessons learned for the present project.
• Assures the project is properly closed-out including hardcopy and electronic archives.
• Assures preparation of the “Close Out Report” prior to closing the contract to labor charges.
• Approves time labor and expense reports, as required, in accordance with practices.
• Executes and fulfills the responsibilities contained within the organization’s Business Activity Authorizations List (BAAL).

Essential Job Functions Under Certain Circumstances:
• Provides performance evaluations of the Project Team members, as required.
• Organizes a kick-off meeting with key team members and the client, as necessary.
• Makes periodic visits to the jobsite to review construction and start-up progress, where applicable.
• Performs other related duties as assigned by management.
• Coordinates projects and completes them on time and within budget.
• Delegates work assignments and matches the responsibility to the capabilities of the person.
