The Role:
The Company needs a number of Project Managers each of whom will report to the Project & Modifications (P&M) Manager. The P&M Team are an integral part of the Engineering Services Organization and Global Operations Organization

The Project & Modifications team currently executes brownfield projects across the 6 (soon to be 7) major offshore oil and gas platforms in the Caspian Sea, operated by the company on behalf of the consortium.

The P&M team is expected to execute all regional “Category C” offshore projects and modifications (typically brownfield ≤15 million USD). The project portfolio for 2013 will consist of over 200 projects and will have an annual budget of $ 80-90 mm.

Currently the offshore P&M organization is being restructured to accommodate the increased number of projects which fall into “category C”, which may include up to 50 sub-contractor staff. Successful candidates will be appointed to the role best fitting their experience and the business need.

Projects will be delivered to functional requirements that include:
• Standardized processes.
• procedures and reporting.
• strategy and planning.
• Compliance with Engineering Technical Practices
• Continuous improvement.
• collaboration and shared learning across regions.
• peer reviews and sharing of best practice.

Project Managers will need to collaborate closely with Operations, Turnaround (TAR) and other functional and area teams.

Project Managers shall be expected to:
• Manage a small number of project engineers, specifically developing national staff.
• Monitor safe, reliable, efficient design of small projects and modifications in accordance with the Operating Management System (OMS) and standardized processes.
• Project manage the delivery of project metrics against KPIs
• Prioritize its portfolio of projects using Company processes.
• Monitor performance and delivery by appropriate departments and contractors.
Contribute to and learn from others within the Global Function and externally.


Key Accountabilities
The role has the following key accountabilities:

Strategy & Planning:

Monitor costs against relevant Regional P&M capital and OPEX budgets.
Manage/optimize P&M prioritized portfolio in the 8Q plan, maximizing delivery aligned with POB and other constraints.
Ensure 8Q plan can be executed within site constraints and highlight emerging concerns about delivery.
Ensure activities entering the Functional 8Q, 8wk & 14wk plans are in compliance with gate criteria.
Input relevant subject matter expertise into recommendations for key procurement decisions, as required.
Ensure contractors delivery is aligned with company and regional strategic objectives.

People Management:
Management and motivation of a small team of project engineers.
Coach and develop national staff from an operations background that needs additional project experience.
Develop team member’s Project & Engineering Management skills.
Carry out performance appraisals.

Performance Management:
Provides data to support reporting and analysis of standardized P&M performance indicators in Region to achieve safe, reliable and compliant operations
Safety & Operational Risk.
Supports Function’s plans for risk mitigation.
Adheres to P&M CVP processes which are aligned with OMS.

Execution:
Monitors projects to ensure:
• Implementation of Category C projects and modifications.
• The design, execution and close-out of Projects & modifications to company prescribed quality standards.
• Projects are compliant with company Technical Practices (ETPs and STPs).
• That appointed contractor/s provide quality and timely Engineering and Construction.
• Fit for purpose quality assurance/control and that provision is in place for periodic audits.
• Execution and maintenance of contracts for appointed contractor.

Essential Skills / Qualifications:
A Bachelor's Degree in an engineering discipline is desirable, however, other educational certificates (PMBOK, engineering certificates or similar) coupled with relevant experience in a projects environment may also be acceptable.

Proven track record for execution of projects with a strong understanding of HSSE and quality requirements, risk and change management, engineering and design, interface management, cost control, planning, contracting strategies, procurement, construction and handover.
Must be willing to travel to all sites and offshore locations by boat or helicopter as required.
Specific experience in implementing Brownfield or revamp projects or modifications.
Experience in performance management across energy industry and 3rd party contractor organizations.
Good interpersonal, communication and influencing skills.

Desirable Skills / Qualifications:
Project management experience preferably gained in Oil & Gas or Chemicals-related industries.
Experience in offshore environment.
Strong coaching and mentoring capacity for Azerbaijani National Engineers.
