The Role:

To manage the team of planning engineers within the M&S delivery team ensuring timely and high quality delivery against the following planning and scheduling activities:

• Demonstrate HSE leadership by actively engaging the client's site team and construction contractors with actions that contribute to delivering on client’s HSE expectations
• Ensure the following contractor deliverables are developed, maintained, assessed, and communicated:
o Fabrication project Baseline Schedules
o Logically-linked, resource-loaded client Live Schedule to identify all major events/milestones and critical interfaces
o 6-Week Look-Ahead Schedules
o Weekly Fabrication Dashboards
o Daily Diary of project major events and decisions
o Level 1 / critical path summary schedules for management presentations and to enable clear decision making (analysis of options).
• Perform regular client team activities, develop presentation summaries and perform other “ad hoc” planning requests including (but not limited to):
o To update the Master Control Schedule on a monthly basis,
o To provide inputs to weekly GPO management reports,
o To coordinate and edit the monthly report to Partners,
o To attend and facilitate weekly 90-Day Lookahead meetings for M&S,
o To lead planning input to monthly Schedule and Cost Review Meetings (SCRM),
o To provide regular dashboards, summary level reports and posters as required to ensure effective communication for the plan and to facilitate effective performance management
• To document regular planning activities and the schedule performance management process as procedures and ensure that the planning team is working to the procedures through self-verification (in accordance to MPcp)
• Perform “what if” and/or risked scheduling scenarios (as required) in order to recover schedule deviations along with assisting with development of alternative work sequences
• Provide experience-based estimates for best-case, most-likely, and worst-case activity durations as inputs to schedule risk analysis (SRA) activities
• Actively observe, assess, evaluate, and determine construction activities first-hand to ensure satisfactory execution progress in accordance with the project schedule
• Ensure that actual progress and cost data are incorporated into the client Live Schedule
• Work with Project Construction Manager the PSM/PSL and Cost & Risk Engineers to develop consolidated Earned Value-Cost Charts and to feed 6-monthly Cost and Schedule Verification Reviews (CSVR) and associated SRA’s.
• Coordinate efforts with client site team and various project stakeholders to:
o Ensure timeliness of client deliverables (drawings, materials, etc.), monitoring engineering delivery schedules and Procurement/Expediting Status Reports (PSR/ESR)
o Verify, and keep current, actual ROS requirements from Contractor
o Ensure fabrication interests are appropriately communicated and incorporated into the overall SD2 Integrated Project Schedule
o Ensure that contractors’ planning services & reporting meets SD2 coordination requirements
• Determine and track planning-related Key Performance Indicators (KPI’s) as part of supplier performance management activities.
• Lead site team discussions regarding planning and progress
o Lead 6-monthly planning input to Cost and Schedule Verification Reviews (CSVR’s) including bottoms-up review of the schedule, applying an overview to the contractor’s schedule or re-base lining if deemed necessary.
• Demonstrate a commitment to the development of Azerbaijani nationals and take an active lead in the career development of Azerbaijani nationals in M&S related work.
• Ensure compliance with client planning and scheduling practices and procedures
o Develop site-based procedures for planning and scheduling for the client team
o Review and approve contractor planning and scheduling procedures, ensuring that they meet the requirements of client and the contract Project Coordination Procedures
o Assess contractor against planning and scheduling KPI’s as part of supplier performance management
o Coach the contractor to close any gaps which have been identified against the contract Project Coordination Procedures



EXPERIENCE
Demonstrable track record of leading planning teams with substantial experience (>10 years) covering the accountabilities relevant to the job description described herein, gained on similar large-scale offshore oil & gas projects:
• Proven track-record of leading planning teams within Oil & Gas mega-projects, including communication of complex schedule information to senior management (e.g. development of Level 1 plans to describe interfaces between multiple near-critical paths)
• Ability and proven skills to engage and energise the planning team and establish high levels of cooperation and credibility for the planning function when working with the delivery line.
• Substantial construction-related planning and scheduling experience on oil & gas facilities
o Substantial experience of construction, commissioning and marine and subsea installation programmes in large-scale Oil and Gas projects around the World, especially in the execute stage
o Experience of define stage planning for large projects (pre-execute) in order to understand the wider project context, business drivers and development of Project Coordination Procedures.
o Experience of client's GPO MPcp, substantial practical experience of schedule and performance reporting within GPO.
• Some experience of managing cost control for a large Oil & Gas project, demonstrating a sound understanding of the relationship between cost control and planning / scheduling as a key component of the performance management framework and project control.
• Substantial experience interfacing and working together with owner and contractor project services personnel
• Significant experience working with internationally-based contractors
o Experience of working in different geographic locations (countries / continents)
• Substantial experience closely aligned with job responsibilities
• Experience of using Primavera version 6 (P6) and Microsoft Project planning software
• Higher National Certificate/ Higher National Diploma (optional)
• Membership of a recognised professional body
• Time spend offshore (either on installation vessels or offshore facilities) would also be a major advantage.


BASIC SKILLS
• Ability to manage a team of mixed-experience, mixed-nationality planning engineers
• Ability to train and develop Azerbaijani national staff to fill more senior planning engineering positions while continuing to meet demanding project planning deliverables.
• Advanced influencing and communication skills in English language.
• Ability to work under own initiative.

• Ability to produce good quality written reports and summary presentations – able to communicate clarity from complexity.
• Competent with computers and IT including experience of using standard productivity software (e.g. MS Outlook, MS Word, MS Excel and MS Powerpoint)
• Able to use Primavera version 6 (P6) and Microsoft Project planning software
