The Company:
Major operator is seeking a Project QA Integrity Management Engineer for a long term position based in West Houston.

The Role:
The Quality Specialist directly reports to the Engineering Services Quality Manager. The objective of the role is to drive excellence in quality from design, engineering, equipment manufacture, procurement, fabrication, installation, hook up & commissioning hand over to operations under the guidance of operating systems.
The Quality Specialist will work extensively supporting both P&M and TAR teams. In addition this role is responsible to support the Purchase Order Quality requirements (POQR) process which insures QA/QC requirements are communicated to the supplier. Included in this effort will be measuring and improving how well this process communicates and insures suppliers meet requirements for safety, integrity, reliability, maintainability, and operability.

Finally, the Materials & Fabrication Quality Specialist will support the implementation of the Quality Management System within the Gulf of Mexico and will work with a local quality team and associated quality planning, control, assurance, and improvement processes. Key areas include:

• Develop a practical guide to the processes and expectations for Quality Management and drive element 6.4 of Operating Management System
• Establish and ensure compliance with the Brownfield Quality Management System
• Promote a common language and process to guide an integrated multi-discipline team working
• Implement risk based quality programmes covering the complete supply chain from design, and modification, through operation and inspection.
• Contributes to and learns from others in Global Function through Extended Leadership Team in Quality Management
• Determines quality objectives for Engineering Services
• Responsible for audit procedures required to self-verify the work undertaken by Engineering Services
• Recommend and manage quality metrics to drive excellence in regional team performance

Key accountabilities:
• Articulate and communicate the strategic vision for Quality Management System in the region and translate into actionable plans, deployed within the region
• Development of the Quality Management organisational capability within the region and where necessary competent support from specialist organisations and competent contractors
• Development of the regional Quality Management strategy based on implementing the group Integrity Management standard, common process requirements and Segment Engineering and Quality Management guidelines
• Development and custodianship of Quality Management requirements Site Technical Practice(s)
• Input into the Engineering Site Technical Practices with respect to Quality Management requirements.
• Work with Sub-Discipline Team Leaders to design appropriate quality programs for Engineering, Procurement and Construction
• Ensure appropriate audit procedures are in place across the entire supply chain regarding quality plans, quality control and assurance processes
• Implement processes to concentrate on the prevention of nonconformities and drive for elimination of defects
• Ensures that Operating Management System requirements are developed and implemented within the Region
• Accountable for cross-area standardization of work processes
• Interface with networks to ensure best practice is transferred to Region activities in a cost effective and practical manner
• Set objectives for own team and team members that are aimed at delivering the operating plan
• Sets quality objectives for Engineering Services
• Measures the effectiveness and efficiency of key processes used and establish a process for continual performance improvement
• Coordinates activities and implementation programs aligned with global quality strategies
• Manage the certification process in region
• Ensure the appropriate change management processes are implemented and being followed

Essential Skills / Qualifications:
• Significant experience in engineering and quality functions in oil, gas, chemical industry
• Demonstrated experience in supervisory positions
• Strong health, safety, security, and environmental commitment
• Excellent understanding of Quality Management principles and practices
• Experience with formal stage gate processes
• Experience supervising and leading use of advanced quality tools and auditing processes
• Experience with international quality standards such as ISO29001, ISO9001, and API Q1
• Excellent verbal and written communication skills
• Experience with project quality programs
• Strong project management skills coupled with good commercial awareness
• Self-motivated, high initiative & strong influencing skills
• Experience working in a global and cross functional team environment
