Line Manager: Onshore & Offshore Facilities Quality Manager
Functional Lead: Programme Quality Manager

The Role:
KEY ROLES:

- Responsible for developing and implementing a structured Quality Management System (QMS) across the Offshore Facilities Delivery Team, in conformance with Company Global Projects Organisation (GPO’s) quality management processes, and for directing Quality Management activities throughout construction, commissioning and handover.
- To establish through auditing that the facilities comply with Contract Quality requirements and Integrity of build is assured.
- Responsible for promoting the Project quality objectives, maintaining the Project Delivery Team Quality Plan and other applicable quality documents, and managing the Project quality resources on site to execute the Quality Assurance (QA) activities.

RESPONSIBILITIES:
Quality Management
• Establishes Construction Contractor/subcontractors Contract Quality requirements, attend clarification and KO Meetings.
• Directs Quality within the delivery teams to ensure consistent application of project processes.
• Provides guidance, advice and training to others within the project team, contractors, suppliers, inspectors and third parties as required to ensure understanding of the project quality objectives.
• Ensures that Company practices for establishing quality requirements during construction and commissioning are implemented effectively.
• Develops the project Quality Plan, ensuring the Quality Plan is in line with Quality Management System (QMS) requirements.
• Ensures the discipline health of the Delivery Team Quality Organisation by assisting the PGM to identify quality requirements within their resource plans and participating in the recruitment, selection and the GPO Quality Competency Assessment process.
• Identifies and selects team members as per the agreed project resource plans, establishing clear individual roles, responsibilities and objectives.

Quality Planning
• Develops and maintains the Quality Documentation Schedule in line with Project Plan requirements.
• Develops the Project Delivery Team Quality Plan, ensuring the Quality Plan is in line with Company QMS requirements within EP GP 50-10-1.
• Develops and manages the Project audit schedule covering audits of the Delivery Team systems, contractor and suppliers, covering Delivery Team led, contractor led and combined audits.
• Establishing clear individual roles, responsibilities and objectives for the Quality Team.

Quality Assurance
• Develops Project specific Quality Management requirements for contractors for inclusion in projects contracts and provides quality input into the contractor bid evaluation process.
• Assists in contractor capability reviews, pre-contract award, to identify the capability of the contractor to meet the Project specific requirements.
• Facilitates the project surveillance activities with the Project Delivery Team which will be applied to the contract on the associated risks.
• Reviews and approves the Contractor QMS certification, Quality Plan and other relevant quality documentation.
• Leads conformance reviews as required during the lifecycle of the contract capturing non-conformances and utilises project and GPO tools to manage and drive them to closure.
• Leads internal audits of the project management system.

Quality Control
• Supports the management of Company’s construction site surveillance team.
• Ensures all quality records are in-place to demonstrate the achievements of Project Standards and Specification requirements.

Quality Improvement
• Regularly collects, evaluates and reports Quality Management KPIs from the Delivery Team and key contractors, for performance management by the Project and for regular reporting to the PGM and SD2 Onshore & Offshore Facilities Quality Manager
• Ensures that quality-related lessons are captured for future projects via the Local and ETP Shared Learning Systems.
• Manages the incorporation of quality-related lessons learned from other projects.
• Implements and manages a quality improvement process to continuously capture and assess non-conformances and implement containment and corrective actions.
• Conducts root-cause investigations of non-conformances identified against the Project, driving to true root cause and meaningful corrective and preventative actions.
• Actively participates in the GPO Quality Community of Practice, cascading relevant information to the Delivery Team

Essential Skills / Qualifications:
TECHNICAL QUALIFICATIONS:
• Membership of recognised International Quality Institute or Organisation e.g. CQI, ASQ
• Formal Quality Management qualification e.g. Certified Manager of Quality (ASQ), Diploma in Quality Management (CQI) or equivalent
• Internationally recognised technical academic qualification
• ISO 9001 Lead Auditor

EXPERIENCE

Significant experience in a Quality role, including
• The application of QMS activities applicable to oil & gas, onshore and/or offshore facilities and equipment.
• Experience of planning leading/conducting and/or participating in external and internal quality audits.
• Substantial experience closely aligned with job responsibilities
