The Company:
Our client is a Multinational Chemical company which will construct, own and operate a world-scale integrated chemicals complex in Saudi Arabia. Once completed, the complex will represent the largest petrochemical facility ever built in a single phase. Our client will establish a world-scale manufacturing footprint that delivers a full range of value-added, performance products destined for the emerging markets of Asia Pacific, the Middle East, Eastern Europe and Africa.

The Role:
Perform full range of quality assurance; monitoring and control work for capital projects, procurement of materials and engineered equipment to ensure compliance with the client’s engineering specifications, quality, and EHS requirements. Work includes quality in design, procurement (materials & equipment fabrication/manufacturing) and construction to ensure integrity of delivered assets and project documentations.
1. Participate or lead the development, maintenance and improvement of the client's projects and procurement quality management requirements, system and governance including, references & documentations.
2. Initiate, implement or lead improvement opportunities as determined through customer audits, Six Sigma projects, and other quality-related programs and tools; assists in developing improved quality inspection methods, capabilities, procedures and metrics that monitor quality performance.
3. Ensure quality in design through performing or leading : assessment of quality plans and systems as part of design contractor prequalification, review of owner’s technical assurance plan; monitoring implementation of associated quality processes; assessments of designers implementation of quality plans and compliance with the client’s requirements and local regulations.
4. Ensure quality in procurement of materials & equipment fabrication/manufacturing through performing or leading: assessment of suppliers/vendors quality plans/ systems during prequalification; review of documentations ensuring vendor-supplied materials and equipment meet requirements; monitoring implementation of associated quality processes; assessment of suppliers and manufacturer implementation of quality plans for compliance with the client’s requirements and local regulations.
5. Ensure quality in construction and installations of capital project through performing or leading: assessment of contractor quality plans/ systems during prequalification; review of documentations ensuring field work and inspections meet quality requirements; monitoring implementation of associated work processes; assessment of contractor implementation of quality plans for compliance with the clilent’s requirements and local regulations.
6. Coordinate quality monitoring activities of purchased materials and equipment; determine/assign inspection levels to new components/commodities and review material requisitions and purchase orders for capital projects or operations to ensure adequate inspection requirements.
7. Resolve issues related to inspection and quality during procurement and construction and reviews inspection reports and communicate results to affected parties as required.
8. Implement and maintain quality programs and ensure changes are in alignment with client’s Quality Management System objectives and standards.
9. Represent the client’s quality function in kick-off; pre-inspection & routine quality meetings, quality assessments of contractor and reviews of contractor’s quality deliverables; inspection assignment package (IAP); ITPs; quality monitoring & inspection reports.
10. Evaluate qualifications of contractor’s QA/QC quality personnel and participate in validation of suppliers and contractors qualification and selection process.
11. Promote and build awareness of the project quality requirements
12. Review vendor manufacturing special processes to ensure as specified in applicable contract requirements and source inspections are performed in accordance with approved ITP of purchase orders.
13. Plan and pursue own professional development and assists training of entry level engineers and personnel to develop technical ability and understanding of applicable codes, standards, inspection and quality methods.
14. Keep current of the latest developments in applicable standards, codes, practices, procedures, methods, quality tools and safety requirements; stays abreast of new technologies and their possible uses by the client.
15. Perform any job-related activities as requested by the immediate supervisor/manager.
Managerial Duties:
Applicable for Level -I only:
1. Manage and oversee the day-to-day work performed by Unit staff.
2. Ensure all tasks and activities are performed in accordance with the client’s policies and procedures.
3. Assess the current skill set of employees and identify the need for development programs.
4. Motivate, coach, develop and support respective employees.

Essential Skills / Qualifications:
• Bachelor of Science degree in Mechanical Engineering or equivalent.
• Working knowledge of industry codes and standards related to quality, safety, inspection and asset integrity in Chemical and petrochemical industries i.e. API, ASME & ANSI.
•Certifications & Training: Combination of API 570: Piping Inspection Code; API 510: Vessel Inspection Code; API 653: Tank Inspection, Repair, Alteration and Reconstruction; ISO Training plus other certifications as indicated below:
Project Quality Engineer (III): One of any of the above API certifications; AWS Welding Inspection Certification; ISO 2000:2008 Training.
Project Quality Engineer (II): Two of the above API certifications; AWS Welding Inspection Certification; ISO 2000:2008 Training and Quality Lead Auditor certificate; Six- Sigma intermediate.
Project Quality Engineer (I): All three above API certifications; AWS Welding Inspection Certification; ISO 2000:2008 Training and Quality Lead Auditor certificate; Six- Sigma advance.

Desirable Skills / Qualifications:
• Project Quality Engineer IV: Some experience as engineer in projects, quality or asset integrity of petrochemical or chemical processing facilities is preferred.
•Project Quality Engineer III: 4 years of experience as engineer in projects, quality or asset integrity of petrochemical or chemical processing facilities of which one year worked in the area of Engineering Quality.
• Project Quality Engineer II: 7 years of experience as engineer in projects, quality or asset integrity of petrochemical or chemical processing facilities of which 4 years worked in the area of Engineering Quality.
•Project Quality Engineer I: 10 years of experience as engineer in projects, quality or asset integrity of petrochemical or chemical processing facilities of which 7 years worked in the area of Engineering Quality.
