The Company:
Our client, a major owner operator is looking for an experienced Project Quality Lead to support Onshore Projects in North America.

• This position is Calgary based.
• Periodic travel is possible.

The Role:
Accountabilities:
• HSSE leadership, role model commitment to Technical Integrity and Process Safety. This includes taking a leadership role in increasing the focus and commitment to quality both within the project team and with the multiple contractors and vendors.
• Delivery of Top Quartile projects in accordance with agreed premises – joint accountability across the entire project team. This includes alignment with Client’s various requirements including the HSSE control framework, ORP, project standards / guides and design standards (DEPs / DEMs).
• Functional responsible for all Quality related aspects of projects and the link with P&T; owner of the Project Quality Plan
• Lead definition of all quality deliverables in Select, Define and Execute phase and contribute to definition of other technical deliverables when required.
• Delivery of the quality deliverables and assurance per the controls identified in the project’s Project Controls Assurance Plan (PCAP) / Discipline Delivery Plan (DDP) and the selected project standards / specifications. These include project quality plan, flawless project delivery, technical integrity verification, contracting strategy and input to the technical assurance plan – including the development of the PCAP.
• Validation of the technical assurance system for the project which includes assurance that the engineering deliverables are done correctly and technical sign-off of changes. This includes ensuring the change management system is aligned with the technical assurance system and being utilized.
• Validation of the technical assurance system of the various EPCs delivery / assurance system.
• Support development of the inspection strategy (including resourcing and reviewing of inspection levels) for the project and ensuring the equipment criticality process is used.
• Responsible for setting up the organization of QA/QC in execution phase (including 3rd party involvements)
• Lead together with the various engineering disciplines the quality assurance and control of contractor, subcontractors and suppliers.
• Work with operations readiness in the development and execution of the flawless project delivery plan.
• Work with engineering disciplines in the development and execution of the technical integrity verification plan.
• Assurance / audit plans during define, detailed design and execution.
• Integration of recommendations and learning’s from the Global QA/QC improvement program.
• Quality assurance during the construction phase - assurance that "equipment" was built / functions per design, validation of handover documentation.
• Incorporation of engineering / project learning’s from other Client and industry projects.
• Focal point for the lessons learned process within the project.
• Interface management across all project phases with engineering contractors / design firms, Projects and Technology as it pertains to engineering deliverables (both vendors / EPCm).
• Coordinate quality support from the Projects and Technology organization.
• Identification of quality risk and the associated mitigations – working both within the quality discipline and across all disciplines.

Essential Skills / Qualifications:
• 8-10 years of QA experience
• Strong leadership competences with a special focus on delivery of results through others and delivering in a team environment
• Experience with development and implementation of Quality Management systems in large and complex projects including project quality systems with linkage to overall technical assurance and process safety across project phases – skilled
• Ability to resolve conflict – skilled
• Ability to identify and implement change / improvements - skilled
• Technical assurance – skilled
• Technical competences for Project Quality – as defined for a Technical Authority Level 2

Desirable Skills / Qualifications:
• Sustaining a focus and commitment to safety throughout the duration of the project (both process safety and personal safety).
• Maximize and utilize learnings from other projects both within and external to Client.
• Proper management and oversight of the multiple EPCs / EPCm – defining and executing the appropriate level of quality assurance of the design / engineering deliverable, fabrication of equipment and construction.
• Reporting timely Key Performance Indicator (KPI) results
