The Company:
Our Client’s engineering division, has been a leader in the design of drilling facilities for offshore platforms worldwide for over 30 years. The company’s 700-strong workforce provides a range of engineering services from pre-project and Front End Engineering Design (FEED) through detail design, construction support, hook-up and commissioning.

The Role:
Reports To: Function: Greenfield Project Services Manager
Line: Project Manager

Purpose Of Job:
To be accountable for the organising and co-ordination of the project services group within a project team.
To be responsible for the management of the project risk function within the project.
To support the project manager in ensuring that the company remain contractually compliant.
To co-ordinate with corporate functional groups in all matters of audit and review to ensure process & procedural compliance.
To be a focal point for the client in all project services related issues.

Area(s) of Responsibility:
All project cost, planning, estimating and change controlactivities.
All project risk activities.
Contractual compliance.

Supervises:
Lead/Cost Engineers and Lead/Planning Engineers who are assigned to the project team.

Key Tasks:
(a) Supervision of the day to day activities carried out by the project assigned cost and planning personnel.
(b) Responsible for ensuring the effective implementation of the Cost and Planning Management System and Processes on the project.
(c) Responsible for ensuring all managers and discipline leads are aware of their targets and milestones and the establishment of a process of review and update of progress and forecast against these targets.
(d) Responsible for the co-ordination and preparation of monthly/weekly reports for both client and project manager.
(e) Interface with client and other contractor Project Service Managers in order to ensure that all project services activity is consistent with and meets client expectations.
(f) Responsible for ensuring contractual compliance for all change control, mobilisation of new personnel, invoicing and reporting.
(g) Required to attend monthly major project review meetings and present all cost, planning, financial and scorecard data required at the meeting.
(h) Responsible for project risk management including maintaining project risk register and ensuring regular review and updates are held.
(i) Participate in corporate audits to ensure that project services are compliant with all corporate and project processes and procedures.
(j) Participate in the personal development of cost and planning personnel assigned to the project and take an active part in the annual staff appraisal scheme of any staff project services personnel.
(k) Liaison with Project management/engineering personnel to ensure their needs are met with regard to project services input.
(l) Monthly issue status update to company's Commercial Manager and Greenfield Project Services Manager on any contractual compliance issues, rate issues, audit findings etc.
(m) Liaison with Greenfield Project Services Manager to ensure that all corporate support required for the project services discipline is provided at the appropriate time.
(n) Liaison with company's corporate Billing Group to ensure all contractually due payments are invoiced to the Client on a timely basis

Primary Responsibilities:
Safety
(a) Familiarise themselves with the Company Safety Policy and take all reasonable care to ensure the health and safety of themselves and persons likely to be affected by their acts or omissions as required under the Health & Safety at Work Act 1974.
(b) Ensure the implementation of company's Global Cost, Planning, and Estimating Policies, Procedures and Guidelines for the mitigation of all risks as they apply to the Project.

Financial
(a) Collation and provision of all financial data for the London office budget, monthly accounts review, business forecasts and analysis.
(b) Estimation of project costs at proposal and project execution stages.


Departmental Development
(a) Assist in the development of the Cost, Planning, and Estimating Systems and Processes as requested by the company's Project Services Manager

Systems and Processes
(a) Where required as Action Party, close out Request for Action (RFA’s) and Request Action Forms (RAF’s) in a timely manner.
(b) Participate in all project services systems and processes on the project through audit and review. Take appropriate action to correct any NCR’s raised against the project for non-compliant performance.

People
(a) Co-ordinate the communication of best practice to all in the project services team within the project.
(b) Ensure that all assigned personnel have sufficient information to carry out the tasks required.
(c) Participate in competence assessment and appraisals in respect of assigned departmental staff.

Quality
(a) Ensure compliance with all relevant Company Cost, Planning, and Estimating quality related procedures, processes and systems and where applicable client procedures and statutory requirements within the project.
