An international Oil & Gas Operator.

The Role:
Based in Milan until Q3 2015 - 5/2 or 10/4 Rotation
Moving to Aksai, Kazakhstan on 28x28 Rotation

Taking a Client wide view of project execution performance in its development stage and for implementing project execution improvement programmes. This includes ownership of the Client Project Management processes, methodology and resourcing;
Planning, progress, cost and performance management and reporting, cost estimating, scheduling, project accounting, change management, risk management, document management and assurance that information technology architecture and tools deployed by IT&T Department fits to project control tools and purposes;

Providing unique insights to the Clients project performance as it integrates cost, control, project planning and schedule, contracts and procurement strategies and risk management. A key aspect is internal and external performance benchmarking to identify improvement opportunities and the development of Client wide project improvement programmes ensuring focus, prioritisation and consistent delivery

Key accountabilities

Project delivery performance through development and implementation of a consistent approach to project delivery using appropriate PCMS that allow to build an integrated project controls operation -
people, processes, tools and information - delivering key functions of planning, progress, cost and performance management and reporting, cost estimating, scheduling, project accounting, change
management, risk management, document management and assurance that information technology architecture and tools deployed by IT&T Department fits to project control tools and purposes;
Participate in the formulation of contracting strategies ensuring the appropriate cost and schedule control mechanisms, contract administration procedures and provision of technical interfaces between owner
and contractor controls systems are established; Investigate, evaluate, recommend and where appropriate implement integrated owner/contractor project
controls systems and processes; ensure all such operations for projects and awarded contracts are fit for purpose, timely, cost-effective and fully compliant with PCMS; Develop, submit for approval and establish control baselines for cost estimates, budgets, resource plans
and fully integrated schedules for all aspects of the project scope including technical, commercial, approvals and permits, at key project stages through to full sanction; prepare and maintain overall and
detailed project level work breakdown structures in compliance with Company work and cost breakdown structures and accounting processes; monitor and review the project controls element of contractor
performance versus baseline throughout the contract life-cycle; recommend corrective action where necessary;
Maintain risk registers and mitigation measures on behalf of the project manager; maintain MOC &
Interface registers. Own and administer the process for change control and interface management;
Prepare project controls elements of bid specifications, compliant with PCMS, and review and evaluate
tender submissions prior to contract award;
Manage and provide impartial, objective reporting on project-level cost and planning performance, trends
and forecasts against budgets and baselines; recommend corrective actions; coordinate change control
processes. Advise the Project Manager accordingly;
Preparation of Annual work plan and budgets and ensure that AFEs are prepared, monitored,
contingencies reviewed and amendments raised as necessary; agree arrangements for contract
administration and processing of AFEs with the Project Accountant, and implement accordingly;
Prepare periodic capex forecasts, variation analyses and funding requests; prepare regular and timely
progress reports in accordance with PCMS for circulation via the Project Manager to Project Execution

Director, Client GM, the Operator, Subcommittees, PaCos and other stakeholders; establish and Maintain project performance metrics, KPIs and information tool with data extracted from project monthly reports and submit other progress information as requested for Corporate Management and shareholder reviews
Manage the CESAP as applicable for each project development stage and undertake cost and schedule quantitative risk analyses, using probabilistic techniques to support project risk, opportunity and contingency management;
Act as the project controls expert in discussions with Operator, PaCos, Authorities and other stakeholders outside the project team; contribute to the Client knowledge base to assist in the continual development of best practice on project controls;
Contribute fully to VAF and Technical functional assistance, review and assurance processes;
Working with the Project Manager, ensure fully documented project closeout reports are produced for each completed project stage and the overall project at completion of the VAF Select and Define Stage;
Ensure all elements of the project controls function are executed in accordance with project Health, Safety and Environmental requirements. Act as a leader in this area by example, ensuring a robust culture of HSSE is adhered to by all suppliers and contractors; support Project Manager to plan and build value-adding project service management team;
Ensure that processes and resources are in place to carry out effective project risk management and report on progress and mitigation plans to key stakeholders (e.g. PED report, Project Reviews, Project Forums).

What we are looking for


• Major projects, based upon excellent working knowledge from opportunity evaluation through to project execution and close-out;
• Managing commercial aspects of projects;
• Verifiable record in the successful provision of project controls on at least one complex hydrocarbon project in 'medium' to 'high-focus' environments, including development of cost estimates, schedules and budgets, and the monitoring of contractor performance against these
• Project control systems and procedures supported by current software applications - Excel, Questor, @Risk, MS Project, Primavera P6. Knowledge of the Skire Unifier collaboration system is a distinct advantage;
• Financial and commercial impact of project and engineering decisions on project attractiveness and performance;
• Experienced in cost and schedule benchmarking;
• Development and application of cost and schedule risk analysis procedures and operations;
• Managing complex budgets of over +200MM;
• Value Assurance Framework and drivers that impact the business;
• Kazakhstan Statutory Health, Safety & Environmental Regulations;
• Clients Corporate Health, Safety & Environment Policy, and apply Clients Safety Management Systems.

Essential Skills / Qualifications:

• EPC or EPCM contract formulation, tender, award and administration;
• Interacting with senior management and senior external parities including government authorities;
• Problem solving skills including understanding of sensitivity and complexity of delivering business within a complex joint venture and the RoK;

• Work with joint venture partners.
• Team player, excellent analytical abilities and good communicator;
• Cultural and geographical environment appreciation in order to interface and liaise with RoK officials and Partners;


Higher education (University degree or equivalent) in an subject directly related to the work activity
