Our global leading client is seeking highly skilled, experienced & capable contract international employees to work on a large multinational complex oil & gas project.

The Role:
Our client is seeking an experienced Site Representative who will have the overall responsibility for the management of HSE issues on site for the relevant Project Contracts

KEY RESPONSIBILITIES AND DELIVERABLES OF SERVICE :

Preparation of construction and site dossiers
• With the package manager, to develop SIMOPS safety dossier that is to be approved by relevant parties, including lifting operations
• During the call for tender, to participate to the review and clarifications with tenderers.
• During the engineering phase, to participate to the review of documents.
• To check the preparation, issue and implementation by Contractors of Construction Engineering documents including detailed procedures, method statements, drawings, calculation notes, list of Construction Equipment, list of personnal, planning, back-up procedures if necessary.

Representation on Site towards CONTRACTOR

To manage on Site technical relationship with CONTRACTOR, and to be the sole official point of contact on Site towards CONTRACTOR and VENDORS on Site/Yard. CONTRACTOR Control
• To manage the Site Construction supervision team, in order to achieve a proper control of all CONTRACTOR’s activities and work for all areas and disciplines, and check CONTRACTOR’s progress.
• To assess the seriousness and urgency of possible problems encountered by or with CONTRACTOR, and, when necessary, to obtain an acceptable remedial actions plan from CONTRACTOR.
• To assess the relevancy of the construction related CORs issued by CONTRACTOR, and prepare supporting data for the purpose of the internal COR Review Meeting.
• To prepare and participate to the Daily, Weekly, Monthly and, when concerned, ad-hoc meetings with CONTRACTOR.
• To check that Contractors compile and maintain updated construction manuals with all documents, procedures, plans and pertinent information related to site work
• To check the availability and fitness of Contractors’ Construction Equipment
• To check the adequacy of Contractors personnel mobilization and demobilization.

HSE and emergency situations
• To ensure that HSE objectives on Site are achieved.
• Responsible for Risk Management during fabrication and construction activities.
• To take the necessary measures in case of emergency situation.

Management of the Site technical interfaces.
To manage on site technical interfaces with:
• COMPANY Engineering team and/or TDO/TEC.
• SUPPLIERS for COMPANY ITEMS (gas-lift compressor, water injection pump).


Co-ordination with others.
• To co-ordinate with Site Commissioning Leader as required.

ACTIVITIES HSE
• Demonstrate top down leadership of all HSE matters
• Ensure the CONTRACTOR gives HSE activities the highest priority
• Promote HSE awareness of workforce at all levels through pro-active attitude (site tour management, HSE meetings, incentives actions,…) within Project team and Contractors.
• Ensure that all Company personnel and visitors know, understand and comply with safety regulations on site, and have received adequate HSE training.

Essential Skills / Qualifications:
Graduated engineer, familiar with on-shore construction Contract Management.
At least 15 years experience with oil & gas projects.
Good understanding of the Contractual relationships between COMPANY and CONTRACTOR, and the other parties involved.
Negotiation and Team Management skills.
Language: French fluent is mandatory
