The Role:
The Project Technical Safety Engineer is accountable for provision of process safety engineering advice and support on all aspects of onshore and offshore project scope including Subsea, Brownfield and Greenfield developments, and to ensure Technical Safety Engineering discipline regulatory and company standards compliance, optimum business performance and appropriate levels of discipine engineering capability.

Travel to fabrication and manufacturing sites in the UK required.

• You will be the primary contact for project related Technical Safety Engineering and Process Safety, including local regulatory bodies (HSE, DECC, SEPA, etc);
• Focal point on Major Hazard issues for the project, setting standards, providing guidance and support on the assessment and management of major hazards. Includes the coordination of continuous risk reduction plans for major accident hazards, Project TA for Major Hazard documentation and management and maintainenace of the Major Accident Risk assessments for the project;
• Process Safety and subject matter expert for technical safety issues. Work with the Process Engineer and Integrity Leads to provide advice to Operations Integrity implementation;
• Liaison and networking with other disciplines, asset representatives and external parties to ensure a co-ordinated and effective approach taken to managing project related Major Hazard risks;
• Ensuring that the Companies technical safety and engineering standards are compiled with, provide regulatory compliance where applicable and reflect best practices. Assure that deviations from approved standards and procedures are identified, technically valid and authorised before implementation;
• Prioritise and support process & technical safety reviews, including Major Accident Risk, QRA, HAZID, HAZOP, Project HSE Stage Gate Reviews and other technical safety related audits and reviews of existing plants and projects;
• Act as the informed buyer for the project technical safety discipline when they require assistance of external consultants. Performance manage specialist consultant supporting major hazard issues within the project;
• Participation in incident investigations and provide root cause analysis support particularly where technical and/or process safety issues are involved;
• Work with project Occupational HSE personnel to develop project HSE KPIs;
• Support Safety Case Maintenance.

Internal - Works with, and advises personnel at all levels, including staff, contractors and consultants.

External - Supports liaison with regulators DECC and HSE, industry colleagues, partners, specialist providers, local authorities, non-government environmental organizations.

Essential Skills / Qualifications:
Education, Experience, Technical Qualifications:

The applicant should have proven expertise in:

• The development of technical safety engineering and process safety aspects of major projects in the oil and gas industry or related industries.
• Thorough understanding and application of quantified and qualified risk management techniques including specific scenario modelling.
• Experience of contract evaluation and consultancy management, specifically ongoing contractor performance management.
• Experience of facilities design and analysis is essential incorporating knowledge of topsides & sub-sea facilities, pipelines and controls, etc.
• Skilled in the application of Microsoft office systems
• Appropriate number of years experience working in the technical safety engineering or process safety disciplines of projects or onshore/offshore oil & gas operations
• Required: Degree in a scientific or technical discipline
• Further qualifications in the discipline whilst not req
