The Role:
Reports to: Integrity and Engineering Department Manager

Purpose of the Job

Supervises the Projects Execution Section to ensure the quality, timely and cost effective implementation of minor projects and plant changes within Refinery, as directed by senior management.

Description and Results Required

Supervision of Projects Execution Section:
• Plans, directs and supervises the activities of assigned personnel and contractors, including allocating work and determining priorities.
• Performs supervisory functions and exercises financial authority at Section Head level as established by the Delegation of Authority Manual.
• Ensures KPI targets and results are communicated to PES Section staff effectively.

• Leadership is provided to the PES staff to ensure efficient, timely and cost effective Section performance.
Supervision of Projects:
• Executes minor projects and plant changes which are initiated by other departments and developed by the Engineering Development Section.
• Reviews projects’ scope of requirements and documentation/packages, develops implementation strategies, follows-up implementation and ensures that all commitments in terms of schedules/budget, performance, guarantee and quality are attained throughout.
• Coordinates between office design team and site supervision team. Provides answers and responses for all staff queries regarding local standards and local updated requirements.
Construction and plant changes are undertaken to optimum standards within company time frames, budgets and specifications.

Managing Compliance Requirements:
• Coordinates submissions, revisions and issuing processes for all construction projects including permits such as power, telecom, gas, district cooling and civil defence.
• Identifies, prepares and checks the required list of documents for submissions. Prepares and follows up correspondence with authorities and related departments.
• Coordinates with government authorities for clarification, justifications and approvals by statutory authorities.
• Supervises the document completion process to be submitted as required by the local authorities on behalf of the company.
• Reliability and integrity requirements are met in compliance with company, government, industry and legal dictates.

Monitoring of Operations
• Monitors contractors’ progress to ensure work complies with regulatory and company requirements.
• If required, communicates the need for improvement to contractor performance and issues warnings as per company policies and procedures.
• Ensures post implementation reviews are undertaken.
• Effectively communicates project status to the Integrity and Engineering Department Manager and project contractors.
• Prepares weekly/monthly reports for the Integrity and Engineering Department Manager.
• Regularly communicates with consultants and undertakes site visits.
• Prepares projects submittal logs and tracking register.
• Contractors involved in engineering, procurement, construction, installation and commissioning deliver quality, safe and timely service.

Financial Management:
• Prepares the annual budget for the PES.
• Monitors, controls and updates project costs, risks, billings, invoicing, provisions, and project reports.
• Provides accurate and timely costs and cash flow forecasting for each contract.
• Pays contractor instalments on time to ensure uninterrupted work progress and to avoid paying contractors for incomplete or incompetent work.
• Ensures projects are in-line with the approved Capital Annual Budget.
The PES operates in accordance with an approved budget and contract costs are effectively managed.

Health, Safety, Environment and Fire Procedures:
• Knows the Company’s Health, Safety, Environment and Fire Policy, Procedures, Regulations and Objectives as they relate to his areas of responsibility; ensures that they are effectively implemented by subordinates.
• Carries out routine health and safety auditing and implements recommendations.
• Arranges for training of operation personnel on safe practices and emergency procedures.
• Operating personnel are well trained in safety practices and emergency procedures to eliminate incidents/accidents.
Staff Development:
• Trains and mentors PES Developees, in accordance with the company’s Emiratisation policy.
• Liaises with the Training and Career Development Department to develop and deliver required development programmes to train, motivate and retain employees.
• PES Emiratisation targets are met.
• Training, guidance and counselling are available to PES Section staff with a clear objective of career development.
• Performs similar or related activities as assigned by the Engineering Department Manager.
Job accountabilities are completed in a professional manner as per job objectives.

Independence of Operation
Devises work methods according to defined policies, procedures and specialised professional standards.
Control •
Consults with Integrity and Engineering Department Manager on main issues relating to principles or policies.
• Completed work assignments or projects are subject to general review by Integrity and Engineering Department Manager.

Work of Contract
Frequent contact with the Integrity and Engineering Department Manager to receive instructions and provide information.
• Daily contact with the Projects Execution Section staff to provide instructions, mentor, monitor, advise and motivate, receive information and provide feedback.
• Frequent contact with the Engineering Development Section Head and other department Section Heads to coordinate and share information.

• Frequent contacts with contractors to monitor, coordinate and share information.
• Frequent contact with government authorities to coordinate project execution.

Minimum Job Requirements

Work Experience:
Minimum 10 years work experience in project design, construction and commissioning works in the Oil and Gas Industry.

Skills: Knowledge of project management systems in the Oil and Gas industry
• Knowledge commercial terms and HSE requirements
• Planning, leadership and management skills
• Knowledge of the standards and codes used by local authorities
• Understanding of design and construction
• Knowledge of the petrochemical industry
• Able to prepare method statements, project specifications and scopes of work, review design calculations and check construction drawings for discrepancies
• Excellent communication and interpersonal skills
• Excellent oral and written English

Physical demands and working environment:
• 75% of work time is spent in the office with minimal physical effort exerted.
• 25% of work time is spent in walking, standing, and climbing while in project areas. • Duties are performed mostly in an air conditioned atmosphere.
• Exposed to prevailing weather and site conditions 25% of the work time.

Essential Skills / Qualifications:
Education: • B.Sc. in Mechanical Engineering or equivalent.
Work Experience: • Minimum 10 years work experience in project design, construction and commissioning works in the Oil and Gas Industry.
