The Company:
My Client is a major Oil and Gas Operator.

The Role:
•To develop HSE personnel in HSEQ policies and procedures and assure effective safe and quality controlled execution of construction activities in the field.

•Ensure ISG HSEQ procedures, polices, goals and targets are effectively implemented in Projects including documentation, workpacks and across all construction activities.

•Implement a risk based audit schedule and ensure incident and near miss investigations are carried out robustly. Ensure that the resulting actions are completed in a timely manner and that lessons are learnt and reflected in project procedures and practices. (While the focus of the role is construction, this is expected to include investigating and improving engineering practices and the associated interface with construction).

RESPONSIBILITIES:

•Manage the projects risk management process

•Provide assurance that all Projects documentation (procedures, practices, workpacks, etc) are in line with ISG HSEQ rules, regulations and strategy

•Closely co-operate with other HSE teams in ISG

•Implement clear HSEQ alignment within Projects Engineering, Construction and Commissioning teams

•Ensure that HSE roles, responsibilities and accountabilities are developed and used to define individual performance targets

•Ensure that personnel are trained and understand emergency plans, their roles and responsibilities, and the use of crisis management tools and resources

•Make sure incident investigations are robust/well written and lessons are included in appropriate training, procedures, etc.

•Coaching others in Incident/Near Miss Investigations.

•Ensure QA/QC procedures are understandable and a full set of Quality procedures are in place to cover Projects activities.

•Coaching others in the development and use of HSE QA/QC procedures.

•Active involvement and coaching of others in Synergy reporting and Synergy monthly targets.

•Coaching others and to observe and monitor the implementation of site HSE standards.

•Coaching other how to conduct HSEQ audits and inspections as required by site HSE and QA/QC Plans.

•Coaching other to verify and check that the required HSE inductions and HSE trainings and awareness programs have been completed for the workforce (IA and contractors).

•Coaching other to collate HSE inputs, (SOC’s, meetings, toolbox talks etc), and assist with identifying hazard trends and training requirements.

•Coaching other to develop and deliver HSE presentations for team HSE meetings.

•Coaching others to monitor effective implementation of remedial action plans.

•Coaching others to assist in the preparation and review of Risk Assessments and Method Statements.

•Coaching others to Assist and verify the correct implementation of the ISG Ops PTW system when required.

•Coaching others to be able and competent to run gas testing when required to do so.

•Coaching others to compile and submit HSE reports on a daily/weekly/monthly basis as required by site HSE Plan.

•Coaching others to maintain up to date and accurate HSE administrative information.

•Coaching others to ensure detailed handover notes are prepared for rota partner at the end of the rotation.

Essential Skills / Qualifications:
University engineer (HSE) or equivalent.

•5 years plus in HSE Field -mandatory.

•3 years plus in hydrocarbon industry – preferable.

•2 years plus in oil and gas construction – desirable - although on-the-job training will be given.

•Good English language communication skills.

•Basic fluency in French (spoken & written) is strongly preferred. Arabic desirable.

•Good computer skills (MS Words, Excel, MS Outlook).

•Good Communicator with Superiors peers and subordinates.

•Negotiator, motivator, arbitrator.

•Physical and mental aptitude for the position.

•Aptitude for working in desert environment and remote areas.
