The Role:
Our leading client is currently seeking a PSCM Project Specialist to be based in Oman. The client is seeking OMANI NATIONALS ONLY for this role.

PSCM Project Specialist role for the Fabrication and Construction categories in support of the project Gathering, Well Sites and Export System (GWES) program. Role is accountable to the Contract Execution PSCM Lead.

Responsibilities include, but are not limited to, defining project contracting strategy, ensuring contract compliance, assessing contractor risk, enabling performance improvement project identification / implementation, and effectively sourcing and negotiating new contract awards and post award management of contracts. Development and execution of sourcing strategies in alignment with applicable market sector and project contracting strategies.

Looks to leverage existing capability including commodity strategies and framework agreements. The role includes understanding the business objectives and desired outcomes, engaging external and internal stakeholders, supporting implementation of processes and procedures, understanding options and risks associated with supply chain activities, building supplier relationships in order to achieve superior supplier performance, negotiating commercial terms to deliver best value solutions, contract execution and administration, contract execution, and the measurement/reporting of the value delivered.

Key accountabilities
Deliver Category Management within the Fabrication and Construction Services Categories with a focus on the GWES Program (e.g. Export Pipelines, Well Sites, Gathering System, Buildings and related infrastructure).
Promotes achievement of Safety and Operations integrity
Ensures project sourcing activities are aligned with MPcp, PSCMcp and relevant category management strategies and project specific requirements of partners.
Works with relevant market sector and commodity managers throughout to implement sourcing processes to ensure delivery of business plans and market sector/commodity strategies
Routinely communicates openly and with integrity with key business stakeholders to align direction between PSCM and the Project
Supports and delivers robust cost management and minimizes business risk via rigorous contract management control and prequalification of suppliers
Supports and drives the full sourcing process which includes development of scope, supplier selection, commercial negotiation, and contract execution
Supports use of PSCM tools (Ariba and Procon)
Executes contracts and purchase orders and administers them, working with legal as necessary to have contractual terms and conditions reviewed, leveraging latest thinking in contracting methods to minimize risk and maximize advantage
Gather and develop fit for purpose market intelligence tailored to the project
Undertakes due diligence in mitigating all external supply risk from supplier selection through to contract execution
Insure compliant behaviour and actions with regard to all applicable Procurement standards, policies, and Delegations of Authority. Insure compliance with the law and code of conduct
Support implementation of fit for purpose Supplier Management program, including governance structures and KPIs. Manage key supplier relationships as appropriate.
Leads negotiation and execution of call-offs and purchase orders, consulting HSSE, finance, legal, and financial specialists as required.
Ensures transparency of contracts administration process, including preparation / representation of documents for arbitration, mediation or litigation forums.
Ensures proper closeout of contracts, including management of: bank guarantees, retentions, claim resolutions, financial payments, post appraisals, etc.

Essential Skills / Qualifications:
Degree in Business or Technical Discipline
Strong experience within Oil and Gas Project/s.
Demonstrates excellent communication skills
Solid set of core PSCM skills in contracting, market approach, bid analysis & negotiations
Demonstrates thorough understanding of Market Sector Strategies, Strategic Sourcing, Supplier Management processes at all levels of rigor
Advocates and proactively supports living by client Values, implementing the Code of Conduct & Leadership Framework, delivering process & personal safety
Relevant professional training, development and affiliation
Relevant purchasing and supply chain experience
