The Role:
Only candidates who already have the rights to work in Azerbaijan will be considered for this role

• All contracting activities, in conjunction with Project team, relating to the SCV new build EPC contract, including implementation of CGB approved strategy.
• Post-award contract administration of the SCV new build EPC contract including: contributing to the Supplier Performance Management process; contractual correspondence; agreement, drafting and processing of claims, Amendments and Variations; approval of invoices; securing internal approvals; maintaining and archiving of contract files/documents; co-ordination and agreement of final accounts and contract close-outs.
• Liaison with, and guidance to, the SCV Project Manager and other project personnel on matters relating to contract planning, contract strategy and contract management related to the SCV new build EPC contract.
• Contribute to a process of continuous improvement in the contracting process.
• Perform all activities to the highest professional and ethical standards and in accordance with clients /Project procedures and ensure all decisions/commitments are recorded in an auditable manner.
• Ensure HSSE requirements are fully addressed in all activities and promote client HSSE commitment by example.
• Ensure compliance with Anti-Bribery and Corruption requirements, performing due diligence and assessing the risk of contracting with counterparties.
• Identify risks to delivery (threats and opportunities) and develop appropriate measures to mitigate/manage. Participate in appropriate Risk Workshops.
• Provide support as required to other teams within the Project Contracts Function.
• Support PSCM Line Manager to ensure that all required contract reporting systems are established and maintained in accordance with project requirements, and that accurate reports are provided to project management.
• Liaise with and support Contract Supplier Performance Leaders, Technical Specialists and Delivery Team Leads regarding all contract matters.
• Liaise with Project Services personnel and to ensure coordinated approach and consistency between cost reporting and contractual requirements.
• Liaise, as required, with other project PSCM Personnel based in Baku.
• Maintain functional reporting link to project Contracts Execution Manager.
• Maintain contacts and liaise as required with client Legal, Tax and Insurance Departments.
• Monitor EPC contractor’s reporting and investigate any anomalies.
• Identify unresolved contractual problems to the PSCM Line Manager and support liaison with Contract Supplier Performance Leaders, Technical Specialists and Delivery Team Leads.
• Input of contractual commitments into Maximo / Backbone systems and approvals at appropriate level.
• Administration of ProCon system for designated contracts.
• Review and resolve, including necessary internal consultations, any VORs or claims – issue VOs or Amendments, as necessary.
• Prepare contractual and commercial correspondence, and ensure maintenance of correspondence files.
• Advise regarding interpretation and implementation of the terms and conditions of the SCV new build EPC contract.
• Maintain auditable contract records.
• Provide input into project budgets and cost forecasting, as required.
• Provide contractual input to project risk reviews.

Skill Requirements:
• Full understanding of offshore / marine EPC contracts.
• Good understanding of market and market mechanisms
• Fully capable of preparing and presenting a specific contract strategy
• Full understanding of the tendering and award of major contracts
• Experience in major contracts measurement, control and administration
• Computer literacy is essential.
• Ability to communicate at all levels.
• Good interpersonal, negotiation and communications skills with the ability to work in a multi-national Project team to develop strong respected working relationships with contractors.
• Demonstration of good networking skills and experience within client PSCM and Project networks and recent client major Projects
• Commercially aware and astute

Essential Skills / Qualifications:
15 years in Oil and Gas industry in a senior PSCM position.
• Major projects background with experience of large new build marine vessels.
• Substantial experience in negotiating / administering EPC fast track contracts.
• Degree in Quantity Surveying, Business or Engineering preferred.
• Chartered status (Quantity Surveying, Business or Engineering) preferred, though vocational experience essential.
• Track record of proven contract management and delivery.
