The Role:

• Promoting project HSE objectives.
• Ensuring the up to date activity approvals table is displayed in PTW Meeting areas.
• Ensuring actions from PTW meetings are closed in a timely manner.
• Ensuring that the training and competency standards, are followed and to satisfy him / herself that the PA’s are competent.
• Ensuring AGTR HSSE/COW procedures folder is maintained and up to date and necessary updates are communicated
• Ensuring roll-out sheets are used and roll out register is kept up to date.
• Ensure COW lessons learned are recorded and communicated.
• Verifying that all Prerequisite control measures have been put in place prior to a permit being issued.
• Control and issue of gas detectors and radios as required
• Ensuring PTW certificate stocks & other consumables are ordered in a timely manner.
• Act as Risk Assessment scribe as required.
• Assist in ensuring that the AA provides approval of isolation design, control of isolation implementation and ensuring that ICC’s are attached or cross-referenced to the correct WCC prior to issuing. Also verifying that isolations are properly removed after completion of all the works associated/referenced to the ICC and cancellation of those permits.
• Liaise with central Training Coordinators for arranging training as required.
• On completion of training and competency assessment, informing individuals of their appointed role(s) and when their COW refresher is due.
• Custodian of all competency documentation files, including original authorisation sheets, assessment sheets and any other associated documentation.
• Communication of expiry dates of authorizations and trainings to everyone involved in COW.
• Ensuring completion of daily meeting agenda sheets.
• Using the Training and Competency Matrix to ensure that all personal involved in COW/PTW activity are competent.
• Liaison with operations and commissioning on all matters relating to COW
• Resolution of interface issues between disciplines on a daily basis
• Providing assistance to the terminal construction contractor for resolution of issues, etc.
• Review and acceptance of contractor COW /PTW procedures
• Provide advice, coaching and training to personnel as necessary
• Mentor and assist in training of junior staff as required
• Compilation of reports as required.

• Track record of experience gained in similar oil and gas / petrochemical / power generation related international projects, in a similar role leading to development of the following skill sets:

a) Coordination of PTW systems within a multi-disciplined environment
b) Maintaining PTW and ICC electronic registers and ensuring the PTW location board is kept updated.
c) Ensuring all assessment & authorisation records are kept up to date
d) Liaise with Contractor’s HSE and Construction teams

Essential Skills / Qualifications:
HNC / HND or equivalent in engineering discipline
Formal training in PTW control systems

• Responsible for the control and issue of all WCC’s pending the AA approval signature
• Maintain efficient control of the PTW office and all systems within.
• Maintain the COW training and competency register.
• Understanding of multiple construction disciplines, particularly in the onshore Oil and Gas related fields.
• Ability to communicate effectively with contractor’s/line managers/ and supervision in English language (oral and written).
• Knowledge and understanding of COMPANY management operating systems
• Good IT skills, (understanding of MS office, etc)

Desirable Skills / Qualifications:
Engineering Degree
