The Role:
The successful candidate occupying this position will provide appropriate HES support to assist with effective implementation of the HES Management Plan. The candidate will monitor Contractor activities closely to ensure Contractor compliance with established safe work practices and procedural requirements. The candidate will support Incident and Injury Free (IIF) operations. The candidate will provide HES support during the construction and commissioning of the IBMOA Project.
Education / Experience:
• Higher level technical education or 1 to 2 years experience in similar HES role in the Oil and Gas or heavy industry.
• Demonstrated competency/experience/skills in HES discipline
• Is familiar with Permit to Work systems
• Familiar with Root Cause Incident Investigation in the event of participation in incident investigation process
• Ability to support effective implementation of HES Management Systems and Procedures
• Computer skills in Microsoft Office Suite (Word, PowerPoint, Excel, Outlook)
• Excellent written and verbal fluency in Russian. Proficiency in English - considered a plus
• Must be able to demonstrate an appropriate level of initiative, self motivation and an ability to work with direct supervision.


• Coordinate all aspects of implementation of the Permit to Work process and procedures for all contractors and subcontractors
• Maintain the Permit to Work / JHA database, including all data input
• Must conduct daily site permit checks to identify PTW / JHA discrepancies, PTW system shortfalls, HES non conformances and safe working practices.
• Enter PTW check-lists into database on the completion of PTW site inspections conducted by the Project designated PTW Inspectors (all Levels).
• Prepare and provide a PTW status for weekly Contractor Progress meetings.
• Coordinate acquisition of permits (inter-departmental) and approvals. Maintain permits and approvals logs. Document compliance.
• Collate data on total project personnel on board on daily basis and maintain records
• Participate in incident investigation teams as requested
• Conduct physical inspections, reviews and audits of Permit to work systems and methods implemented by Contractor on construction sites.
• Identify unsafe conditions and use STOP WORK authority if appropriate.
• Provide mentoring feedback to workers to reinforce: Incident and Injury Free operations; care and concern for individuals; and safe work practices and behaviors.
• Work with supervisors and managers to resolve safety deficiencies
• Provide support for all aspects of contractor HES management.
• Attend Contractor safety and toolbox talks meetings on a periodic basis to ensure quality
• Knowledgeable of Safety Instructions, Safe Practices Manual, and IBMOA Site Specific Emergency Response Plans
• Determines if available Personal Protective Equipment PPE is appropriate for specific jobs, and enforces Contractors personnel use of appropriate PPE.
• Knowledge of regulatory permitting procedures
• Knowledgeable of HES-related issues involving construction equipment and activities, including lifting and rigging, earth moving, excavation and trenching, pressure-testing, chemical use and storage, fire-fighting systems, welding, etc.
• Conduct Site-Specific Safety inductions for all new-hires and site visitors
• Conduct monthly BBS Observations on site
• Attend and participate in weekly HES Staff and Contractor weekly meetings. Attend other meetings as requested by the HES Manager
