The Company:
Our client, a major international oil and gas operator, seeks Purchasing Agent / Buyer to join their Gulf of Mexico team.

The Role:
The Gulf of Mexico (GOM) Major Capital Projects (MCP) Procurement Specialist assists in the transactional and project procurement support of goods and services for GOM-led MCPs, and the planning, coordination and execution of project procurement/contracting activities, ensuring full compliance with client policies and procedures.
• Providing project procurement/contract support as directed by the MCP Coordinator and/or Sr. Contracts Advisor.
• Establishing and maintaining interfaces with key stakeholders in the project and Business Unit
• Leading the development & implementation of the project’s Procurement and Materials Management Plan
• Developing and maintaining the Project Execution Plan as it relates to procurement, materials management and local content (Supplier Diversity)
• Developing and maintaining the project’s Approved Vendor List (AVL)
• Developing project Local Content Plan in coordination with client Supplier Diversity Coordinator to meet project and GOM requirements
• Assisting in the establishment and implementation of GOM-compliant bid evaluation procedures and project contracting administrative procedures
• Supporting FEED and EPC bid document preparation, issue, clarifications, evaluations, contractor selection and negotiations through to Purchase Order/contract award
• Assisting in and leading preparation for, and coordination of mobilizations; assisting with administration of FEED and major EPC/EPCI/EPCM contracts, including change management, lien waivers, insurance, claims mitigation and closeout
• Preparing and administering single service and third party contracts, if required
• Ensuring all corporate compliance needs are satisfied
• Ensuring all project joint venture requirements regarding contracting processes are satisfied
• Acting as a point person for audits
• Engaging and coordinating with client Legal and Procurement/Contracting groups for legal support.
• Sourcing, ensuring compliance, purchase order administration, logistics coordination, negotiations, and communication of order status with project management
• Developing consulting and agency staffing agreements
• Preparing procurement status reports that detail current status, tracking key deliverables and monitoring key compliance requirements
• Scheduling and facilitating status meetings
• Maintaining and organizing procurement documentation
• Day to day interface with Company eProcurement and other key systems
• Assisting procurement closeout activities

Essential Skills / Qualifications:
BS preferred or equivalent experience
6-8+ years industry experience in Oil & Gas purchasing group or major capital project procurement
Procurement experience in support of Major Capital Projects, large Opco facilities modification and/or major expense projects is preferred
Knowledge of client processes is required
Demonstrated experience and expertise with aspects of purchasing including supplier selection, bid evaluation, negotiation and approving awards for a variety of projects/service lines
