Project Team: FEED Engineering Manager, Area Project Leads, Construction Specialists, Execution Planning Advisors, Business Manager, Planning and Controls Advisors, FEED Contractor: Quality Manager(s), Area Project Managers, Engineering Director, Discipline Leads, Area Engineering Managers

Guiding Principles:
•Quality is an integral part of performing work and is each worker's, as well as line management's, responsibility. Quality is achieved through trained and qualified personnel using approved, documented processes to meet project requirements.
•The Procurement Quality Coordinator (PQC) will provide proactive quality assurance/control and technical consulting services and expertise in the area of Procurement Quality Coordination within the Engineering Procurement and Construction (EPC) Contractor's facility. Implementation of the Procurement Surveillance Plan assessments and verifications is a key responsibility.

Roles & Responsibilities:
• Design and implement the procurement surveillance program based on the client's tools.
• Monitor performance of EPCM SQS resources
• Assist PQM with definition and provision of PQP and PSP training to EP resources
• Review process and implementation of EPCM effort as regards to overlooking other EP aspects of the project, if defined and requested by COMPANY.

For Long Lead Equipment purchased by COMPANY or EPCM / EPC
• Review Purchase Orders (PO’s) and establishes quality requirements utilizing an ITP
• Coordinate inspection personnel through approved third party agencies
• Verify corrective action implemented by Vendor & provide follow up status
• Coordinate inspection activities with Vendors
• Conduct pre inspection meetings with vendors providing critical material & equipment
• Monitor Inspection personnel performance

EPCM / EPC Procured Equipment
• Ensure Contractor develops procedure for PO quality administration and oversight of Vendor activities
• Ensure corrective action process is established for resolution of Deficiency Reports (DR) and Nonconformance Reports (NCR).
• Monitor Contractor processes
• Interface with the Contractor’s Quality personnel to ensure that Contractor stewards resolution of issues in alignment with Project requirements.
• Responsible for effective implementation of the Procurement Surveillance Program
• Endorse critical bidders and sub-suppliers
• Determine the need for shop surveys of proposed suppliers
• Participate in the review of RFQ packages and bid proposals
• Review key vendor quality plans, procedures, and ITP’s
• Attend selected vendor meetings (pre-award, pre-inspection, in process, FAT’s)
• Review and approve Contractor’s source inspector selection and inspection order assignments.
• Monitor Contractor’s source inspection activities and review FAT schedule for PT involvement
• Review selected source inspection reports based upon criticality rating
• Monitors Contractor’s process for tracking of DRs and NCRs being issued.
• Receive quality feedback from sites with regard to Overage, Shortage and Damage (OS&D) issues.
• Interface with sites regarding logistics quality
• Identify the need for supplemental source inspection by Company and issue monitoring inspection assignments.
• Advises and informs Project Site Lead, PQM and PT on quality issues, status and metrics.
